As Interfax reported citing a source, the NIC was created to insure the risks of the aviation industry and air carriers in connection with sanctions pressure on this industry and blocking in some cases traditional aviation insurance mechanisms. In December 2022, the government included three representatives of state departments, namely the Ministry of Transport, the Ministry of Finance and the Ministry of Economic Development, to the board of directors of the NSC.

LLC "VK" (until February 25, 2022 LLC "Mail.ru") at the end of 2022 received a net loss of 8.2 billion rubles. with revenue of 48.4 billion rubles. The funds of the National Welfare Fund are placed in bonds of VK and NLK-Finance under the new powers of the Ministry of Finance to place reserves in 2023, including in shares and bonds of Russian issuers not related to the financing of so-called self-sustaining infrastructure projects (clause 40, article 9 law on amendments to the Budget Code).

In addition to these investments, 4.26 billion Chinese yuan and 6.4 tons of gold were spent from the NWF in April: within the framework of the exchange with the Bank of RUSSIA, the Ministry of Finance received 83.2 billion rubles. to finance the federal budget deficit, and the Central Bank carried out mirror sales of yuan in the foreign exchange market. The Ministry of Finance has been selling yuan from reserves since the beginning of 2023 due to lost oil and gas revenues. These sales will continue into May, the agency said on May 4, although analysts expect an early resumption of purchases of Chinese currency into reserves.

As a result, as of May 1, 2023, the volume of the NWF amounted to 12.5 trillion rubles, of which 6.8 trillion rubles. - the liquid part, that is, the funds of the Ministry of Finance on accounts with the Central Bank in euros, yuan and gold in an impersonal form. The rest is invested in infrastructure projects, on deposits with VEB.RF and in shares and bonds of Russian companies (Sberbank, Aeroflot, Russian Railways , etc.).
