In the Ministry of Agriculture and Food of the Republic of Dagestan, under the leadership of the First Deputy Minister of Agriculture and Food of the Republic of Dagestan Sharip Sharipov, a meeting was held at which they discussed issues of streamlining the activities of agricultural production cooperatives and increasing the efficiency of using the lands assigned to them.
The meeting was attended by First Deputy Minister of Land and Property Relations of the Republic of Dagestan Khabib Dzhanaev, Deputy Minister of Justice of the Republic of Dagestan Sergey Karachentsev, HEAD of the Republican Department of Transhumant Animal Husbandry Nabi Abdulgamidov, specialists from the Ministry of Agriculture and Food of the Republic of Dagestan and the Ministry of Property of the Republic of Dagestan.
Opening the meeting, Sharip Sharipov noted that in the structure of organizational and legal forms of agricultural enterprises in Dagestan, agricultural production cooperatives (SPCs) account for almost 75%, while the average for the country is about 20%. The activities of the SEC are regulated by a special federal law on agricultural cooperation, as well as other norms of federal legislation.
Further, he noted that, unfortunately, the norms and requirements of the Federal Law “On Agricultural Cooperation” are not always observed in the activities of individual agricultural cooperatives. In particular, the federal law establishes that the number of members of the SEC must be at least five, and in practice hundreds of cooperatives have less than this number of members. There are other violations, including in terms of land use. Sometimes it happens that the SEC does not have the necessary resources to conduct production activities, the land is subleased to third parties. As a result, there may be cases where it is difficult to secure the payment of rent or land tax.
The participants of the meeting noted that various types of appeals are often received from the population regarding the compliance of the activities of one or another SEC with the laws in force. Based on the results of the discussion, it was decided to form an interdepartmental working group, which, using the example of several SECs, will study the organization of statutory activities, the efficiency of the use of assigned land resources, production potential, the compliance of its activities with the established requirements of federal laws and develop recommendations for subsequent use in relation to all SECs.
Another topic of discussion was the existence of arrears in payment of rent for pasture lands. It was decided to analyze the situation for each group of farms with the involvement of specialists from the Ministry of Property of the Republic of Dagestan and the Ministry of Agriculture and Food of the Republic of Dagestan, and in the future to work out measures aimed at repaying the debt and ensuring timely payment.
In addition, the meeting discussed the issue of extending the lease agreements for distant pasture land for those farms that have expired or are about to expire this year. It was noted that when making decisions, it is necessary to take into account the level of targeted and rational use - conscientious land users must be re-contracted without delay, and serious measures will be taken against those business executives who grossly violate the norms of the law, up to and including consideration of the issue of land withdrawal within the framework of the current legislation .
The participants of the meeting also drew attention to the need to strengthen the process of forming a full-fledged system of municipal land control in order to ensure proper control over the rational and efficient use of land.
