In the first half of 2022, there was a 70% increase in the number of purchase requests for the repair of metal products, machinery and equipment, and a 14% increase in the number of purchases in the food category, which includes SUGAR, chocolate, tea and coffee, compared to the first half of last year. . This is evidenced by the results of an analysis of publicly available purchases under 223-FZ (regulates contracts for state companies and state corporations), which was conducted by the OTC.ru group of electronic trading platforms. The experts identified the ten most popular categories of products purchased by state-owned companies in the first half of the year (according to the all-Russian classifier of products by type of economic activity - OKPD2):

in the first place in terms of the number of applications, as in the previous three years, were medicines and medical devices (112.1 thousand); in second place are medical equipment and instruments (91.9 thousand).

“The continued leadership of medicines and medical products is associated not only with the pandemic, but also with the specifics of purchases from the medical nomenclature group — a large number of positions in the list of medicines and the fact that medical organizations and companies always make stocks in case of epidemics,” explained the DIRECTOR on special projects OTC.ru Sergey Serdyukov.

At the same time, other positions in the top ten have changed, in which experts saw the impact of the sanctions against RUSSIA introduced since late February.

The third place in terms of the number of purchases in the top 10 demanded categories was taken by “parts and accessories of motor vehicles” (up from fourth position last year). “In 2022, in connection with the sanctions imposed against Russia, the transport departments of enterprises and companies began to buy auto parts for the future in order to create stocks and make repairs at the old prices,” Serdyukov said.

The category “services for the repair of metal products, machinery and equipment” jumped to sixth place from 21st. If a year earlier, 26.6 thousand applications were submitted for it, then this year - 45.4 thousand, which is 70% more. An increase in the number of purchases occurred in the category "other food products", which rose from tenth to seventh place (plus 14%, from 38.3 thousand to 43.8 thousand).

“A significant increase in the number of notices in the category “repair of metal products, machinery and equipment” is explained by the desire of companies to repair equipment at the old prices,” Serdyukov believes.

In turn, “other food products” according to OKPD2 include sugar, coffee, tea, spices, baby food. The growth in purchases is also associated with the desire of state-owned companies to stock up before establishing new supply chains with Russian suppliers or partners from friendly countries, OTC.ru believes.

According to Rosstat, in the first half of 2022, consumer price growth amounted to 15.9% in annual terms. The producer price index (reflecting prices at all stages of production, including the cost of raw materials) rose even more - by 22.5%. Among foodstuffs, sugar rose in price most of all - by 47.7%.

The desire to buy “at the old prices” may indeed be one of the reasons why purchases for the repair of metal products, machinery and equipment have become more in demand in terms of their number, Ksenia Petrofanova, an expert at the Kontur.Torgi service, agrees. “But, in addition, this is also due to the fact that customers under 223-FZ began to break up large purchases and publish more inexpensive purchases in order to update prices to the market level,” she says.

At the same time, the expert admits that it is difficult to track all the fluctuations in the procurement market caused by external sanctions. For example, the “food products” industry includes goods that were presented by foreign brands that left Russia, and it is impossible to single out these groups of goods separately in the framework of purchases. “But in general, now the situation in procurement is gradually leveling off compared to the end of February and the beginning of March. Government procurement remains a stable sales channel for businesses in times of crisis,” says Petrofanova.

Specifics of closed government contracts

Comparing the dynamics of public procurement throughout the year is complicated by the fact that since March it was decided to remove part of government contracts from public access in order to eliminate additional sanctions risks. By its decree, the government allowed companies that fell under sanctions not to place their purchases in the public domain in the unified information system (EIS). Prior to this, as a general rule, public procurements were hidden from open access, which were subject to state secrets related to ensuring defense and security, as well as those on which the government made appropriate decisions.

Such closed purchases take place “by invitation”: the customer sends proposals to at least two suppliers, and the rules for conducting a closed competitive purchase are determined by the procurement regulations of a particular customer, explained in Kontur.Torgah.

These tenders are not reflected in the UIS, electronic trading platforms do not see them. This means that part of the purchases fell out of the analysis of the annual dynamics. For example, in the data for the first half of 2022, it is reflected that the purchase of medicines has become 6% less than in the same period last year, and medical instruments and equipment - by 13%.

In fact, most likely, there was no decrease in the volume of purchases of medicines, because some of them may be hidden, Serdyukov suggested. At the same time, growth in product categories that showed an increase in the number of purchases, on the contrary, may be underestimated.
