March 22, Moscow. The approved list to increase the stability of the economies of the countries of the Eurasian Economic Union in the face of external pressure includes 34 priority measures. Mikhail Myasnikovich, chairman of the Eurasian Economic Commission, spoke about this today, speaking to teachers and students of the Moscow State Institute of International Relations (MGIMO) of the Russian Foreign Ministry, BelTA informs.
"The Eurasian Economic Union is ready to face today's unprecedented challenges," said Mikhail Myasnikovich. "We have something to offer our member states and stable foreign partners. However, the EAEU does not simplify the current situation. Therefore, real measures are being taken. In order to promptly respond and ensure the stability of the economic situation, the Eurasian The Economic Commission, together with the Ministries of Economics and Finance, as well as the national banks of the countries of the Union, prepared a list of priority measures to increase the stability of the economies of the EAEU member states.On March 17, this document was approved by the governments of our countries as part of a meeting of the EEC Council.
According to the HEAD of the EEC Board, the list consists of 34 measures and covers four major blocks. The first one is customs, customs-tariff and non-tariff regulation, protective measures: lowering the rates of import customs duties and granting tariff privileges for goods of critical import, adoption of uniform measures of non-tariff regulation in relation to the EXPORT of certain types of goods to preserve the integrity of the internal market of the Union, taking measures aimed at to reduce the terms of customs operations and their simplification.The second block of measures concerns the domestic market and cooperation: the formation of new supply chains, the creation of conditions for the unhindered movement of citizens within the EAEU, the promotion of mutual investment, the optimization of the procedure for registering medicines and medical devices, the accelerated formation of a set of measures for the full digitalization of public procurement, the development of mechanisms and programs of conditional targeted financing for the development of the economies of the member states.
The third block of measures affects the financial and currency markets: expanding the use of national currencies in settlements in mutual trade, ensuring the interaction of national systems for the transmission of financial messages, and accelerating the formation of the Eurasian Reinsurance Company.
The fourth block is international economic cooperation with third countries and integration associations: working out mechanisms for expanding trade and economic cooperation with key partners, concluding agreements on the removal of technical barriers in mutual trade.
“Special rates of import customs duties of the single customs tariff were established by a separate decision for more than 450 types of goods imported in order to increase the stability of the economies,” Mikhail Myasnikovich continued. “The list is wide and affects, for example, baby food, goods for industrial production and the construction sector , some types of agricultural and food products (sunflower seeds, juices, sugars, cocoa powder, amino acids, starches, enzymes, etc.). Thanks to the decision, the necessary supply will be provided on the internal market of the Union. The threshold for duty-free import of parcels has also been increased in the EAEU for individuals from 200 to 1000 euros".
The closest attention is paid to the issues of logistics, import substitution and technological modernization based on new approaches to financing cooperation projects. “For example, the formation of multimodal transport corridors and new export and import channels,” noted the Chairman of the EEC Board. “For this purpose, the Eurasian Agroexpress project has already been developed and approved, aimed at accelerated container transportation of agricultural products and food from CHINA and back. In addition, according to Mikhail Myasnikovich, within the framework of the EAEU, localized capacities will be created for the assembly and maintenance of aircraft and the production of aircraft components. The relevant roadmap has already been approved.
"In order to provide citizens of the Member States with the necessary medicines and medical devices, registration procedures are being simplified," said the head of the EEC Board. "Currently, the proposed measures included in the first package cover the most sensitive areas of interaction for the economies of the Member States. The document is open and will be supplemented as necessary," the Chairman of the EEC Board concluded.
