As a result, based on the results of the measures taken to prevent the introduction into circulation of the region of food products of unconfirmed quality and safety, the Department excluded 11 “phantom” sites from the Register of Economic Entities of the Cerberus system.
In particular, specialists of the monitoring group, in the course of analyzing the work of economic entities and comparing information received from FSIS "Mercury" and FSIS "Cerberus", continue to identify cases where veterinary accompanying documents in electronic form for various MEAT, dairy and fish products are sent to business entities that, according to the Federal Tax Service, have already ceased to function.
So, for example, it was established that after the termination of its activities, regulated products continued to be issued to the IP Pronina site in the Roslavl district after the termination of its activities under 21 electronic veterinary accompanying documents. In another case, 15 eVSD were issued to the IP Rusov site in the Yartsevsky District after the termination of its activities.
Often, for a long time, these eVSDs were not “extinguished” (that is, the actual receipt of products at the enterprise was not confirmed), which violated the entire traceability chain of food products from the manufacturer to the end consumer.
In addition, in order to prevent the introduction of products of unknown origin into circulation, the ROSSELKHOZNADZOR Administration excluded 6 enterprises producing controlled products from the Register of Economic Entities of the Cerberus system, due to the identification of repeated critical errors. They also cut off 15 economic ties with other sites.
In addition, in general, during the analysis of data in the Mercury system, specialists from the Rosselkhoznadzor Office in the Smolensk Region identified more than 220 violations committed by users of the system when issuing electronic veterinary accompanying documents.
The main violations most often identified during the monitoring were:
conducting an inventory for an unreasonable increase in the volume of incoming products (products are entered in the log of incoming products without indicating information about documents confirming the origin of the products put into circulation); extending the shelf life of products by processing the transaction "processing / production"; production of finished products from an illogical volume of raw materials (for example, 1,480 kg of “frozen boneless beef meat” products were produced from “chilled trimmed beef meat” with a volume of 850 kg); certification of controlled goods produced from expired goods; certification of controlled goods with advanced production dates; adding products to the "product log" for paper VSD; quenching of eVSD with a significant increase in the volume of incoming products; use in the manufacture of products of unknown origin; non-compliance with the declared mode of transportation.As a result, more than 75 warnings were sent to violators by the Rosselkhoznadzor Administration through the VetIS.Passport system, the registration of 21 users who committed gross violations during the execution of eVSD was suspended for a period of 10 to 90 days.
In addition, as a result of the measures taken, 34 warnings were issued about the inadmissibility of violating mandatory requirements.
Information about violations in the work of enterprises was sent to the Main Directorate of Veterinary Medicine of the Smolensk Region.
