The Russian Orthodox Church (ROC) believes that abortions should be carried out only with the consent of the husband and after the obligatory consultation of a psychologist, and this should be legislated. This statement was made at a round table in the State Duma by the chairman of the patriarchal commission on family issues, protection of motherhood and childhood, Priest Fyodor Lukyanov.
“We believe that artificial termination of pregnancy at the request of a woman should be carried out with the voluntary consent of not only the woman herself, but also her husband. It is necessary that it be carried out after mandatory pre-abortion psychological counseling, and this should be enshrined in law, as well as ultrasound, demonstration of the human fetal heartbeat,” he said and noted that this proposal of the ROC “as a step towards restricting abortions.”
The country must "move in this direction," Lukyanov hopes, but "the state can only gradually move in this direction."

In Russia, termination of pregnancy is regulated by the law "On the Fundamentals of Protecting the Health of Citizens". It allows abortion at the request of a woman with a gestational age of up to 12 weeks, and according to social indications (since 2012, only rape is the basis for this) - up to 22 weeks. It is possible to terminate a pregnancy, regardless of the term, only for medical reasons.
Lukyanov said that the indications for abortion should also be tightened, in particular, reduced to eight weeks from the 12th threshold for the possibility of abortion. Such a threshold, the official claims, has been adopted in a number of other countries. He also proposed to exclude the threat to the health of the child from the list of medical indications for abortion, retaining only the threat to the health of the mother.
“Most abortions are done today from the point of view of safety net, and perinatal screening does not always give proper results. This is unacceptable from the point of view of morality and morality, this is eugenics: according to the alleged pathologies of the fetus, the mother is offered to have an abortion, although very often it turns out that this is absolutely not the case, ”explained the head of the commission.

The priest supported proposals to exclude abortions from the list of services provided under voluntary health insurance, proposed introducing criminal and administrative liability for illegal abortions and their advertising, as well as limiting the use of drugs for medical abortions, which, as he claims, subsequently have a negative impact on the fertility of women.
“75% of medical abortions occur in private clinics, and this needs to be combated. <...> If we stop the production of abortions there, then we will get the opportunity at the state level to better control at least this negative phenomenon,” he said.
How unmarried women should be prepared for the abortion procedure, the priest did not specify.
In early May 2020, Lukyanov proposed a moratorium on abortions during the pandemic, as "medical abortion operations can contribute to the spread of covid-19 infection both among women who have abortions and their families, and among medical personnel."

In 2021, State Duma deputy Inga Yumasheva, a member of the State Duma Committee on Family, Women and Children, proposed a ban on abortions in private clinics, as well as abortions for minors without parental consent. According to the deputy, this can "significantly improve both the abortion statistics and the understanding of the reasons why a woman takes such a step," as well as reduce the number of criminal abortions.
Oksana Pushkina, who until October 2021 was a State Duma deputy and deputy head of the committee on family, women and children, spoke out against restricting women's rights to abortion. She warned that such actions could "lead to disaster." And she recalled that in the post-war years, the ban on abortion in the USSR led to a sharp increase in the number of clandestine abortions, which were "done by village midwives." “In 1950, more than a million abortions were recorded in the USSR, and 90% of them were criminal,” Pushkina said.
In November 2022, Deputy Prime Minister Tatyana Golikova instructed the Ministry of Health to study the advisability of introducing a ban on abortions for minors aged 15 to 18 without the consent of parents or legal representatives. In accordance with paragraph 2 of Art. 54 of the federal law "On the Fundamentals of Protecting the Health of Citizens" now minors over 15 years of age have the right to independently consent to termination of pregnancy.
