Numerous violations of veterinary legislation were revealed during the inspection of a meat processing enterprise in the Ivanovo region

Recall that in March 2022, the department conducted an unscheduled on-site inspection of an individual entrepreneur upon the discovery of Listeria monocytogenes in the products of this manufacturer. As a result of the inspection, a number of violations of the current legislation were revealed.

Thus, procedures based on the principles of production control were not supported in production, namely:

- the flow of technological operations of production is not ensured;

- there is no confirmation of studies of manufactured products with the frequency provided for by the production control program;

- production facilities require repair;

- traceability is not ensured in the process of production and storage of slaughter products and MEAT products, in particular, when registering an eVSD in the FSIS "Mercury".

In addition, during the study of samples taken as part of the inspection, DNA of a pig (Susscrofa) was detected in minced beef products, chicken DNA (Gallus) was detected in Nashi dumplings. However, the labeling of these products does not contain information about the presence of these components.

The Office of the ROSSELKHOZNADZOR initiated administrative cases under Part 1 of Art. 14.43, part 2 of article 14.43, part 3 of article 10.8 of the Code of Administrative Offenses of the Russian Federation, part 1 of article 10.6 of the Code of Administrative Offenses of the Russian Federation. Based on the results of the consideration of cases, a decision was made to bring the economic entity to administrative responsibility under Part 3 of Art. 10 of the Code of Administrative Offenses of the Russian Federation in the form of a fine of 40,000 rubles. An order was issued to eliminate the identified violations.

In the course of checking the fulfillment of the order, it was found that the individual entrepreneur did not fulfill the order in full, namely: the production control program based on the principles of HACCP was not developed and implemented, the requirements for the procedure for issuing eVSD are not observed, biological waste is not disposed of in accordance with the requirements of the current legislation.

Based on the results of the audit, administrative cases were initiated under Part 8 of Art. 19.5 of the Code of Administrative Offenses of the Russian Federation, part 15 of article 19.5 of the Code of Administrative Offenses of the Russian Federation. Based on the results of the consideration of the administrative case provided for in Part 8 19.5 of the Code of Administrative Offenses, a decision was made to impose liability in the form of a fine in the amount of 20,000 rubles. In order to bring to administrative responsibility under part 15.19.5 of the Code of Administrative Offenses, the Office of the Rosselkhoznadzor for the Vladimir, Kostroma and Ivanovo regions sent a statement of claim to the Arbitration COURT of the Ivanovo region. In addition, the enterprise was issued a second order to eliminate violations, which is under the control of the department.
