Currently, in the Primorsky Territory, a situation has arisen where agricultural enterprises actually cannot cope with the huge amount of animal waste products generated, and citizens with private farms ignore veterinary and sanitary rules, especially regarding the storage and disinfection of manure and wastewater.
it should be noted that there is a small number of specialized slaughter sites, where, in accordance with the requirements of the Customs Union and the technical regulations of the Customs Union “On the safety of food products” (TR CU 021/2011), the slaughter of productive animals must be carried out in specially equipped and registered enterprises, meeting all technical and sanitary standards, where the main criterion is maximum safety of MEAT products.
All this leads to a deterioration in the veterinary, sanitary and environmental situation and contributes to the spread of diseases, including those common to humans and animals.
According to the veterinary and sanitary rules for the collection, disposal and destruction of biological waste dated December 4, 1995 No. 13-7-2/469, biological waste includes:
— corpses of animals and birds, incl. laboratory;
— aborted and stillborn fetuses;
— veterinary confiscations ( meat ,fish , other products of animal origin), identified after a veterinary and sanitary examination at slaughterhouses, slaughterhouses, meat and fish processing organizations, markets, trade organizations and other facilities;
— other waste obtained from the processing of food and non-food raw materials of animal origin.
With the introduction of these Rules, the destruction of biological waste by burial in the ground is strictly prohibited; it is prohibited to dump it into reservoirs, rivers and swamps, as well as into household garbage containers and transport it to landfills and landfills.
The responsibility for delivering biological waste for processing or burial (incineration) rests with the owner (HEAD of a farm, personal, subsidiary farm, joint-stock company, etc., public utility service of the local administration).
Biological waste is disposed of by processing at veterinary and sanitary recycling plants (workshops) in accordance with the current legislation of the Russian Federation, disinfected in biothermal pits, destroyed by burning, or in exceptional cases, burial in specially designated areas is possible.
According to GOST No. 34103-2017, put into effect by order of the Federal Agency for Technical Regulation and Metrology dated August 10, 2017 No. 857-st, manure includes a mixture of solid and liquid excrement of farm animals, and litter includes excrement of birds and rabbits with or without bedding her.
In accordance with the provisions of Order of the Ministry of Agriculture of RUSSIA dated December 13, 2016 No. 551 “On approval of veterinary rules for keeping cattle (hereinafter referred to as cattle ) for the purposes of their reproduction, cultivation and sale” and order of the Ministry of Agriculture of Russia dated March 29, 2016 “On approval of veterinary rules for keeping pigs for the purpose of their reproduction, cultivation and sale":
— when keeping cattle, the cleanliness of the skin from contamination by manure and dirt must be ensured.
— manure on farms must be removed and stored in manure storage facilities and (or) sites for storage and biothermal disinfection of manure located on the territory of the farm outside the building in which cattle or pigs are kept. The manure storage facility is located on the leeward side at a distance of at least 60 m from the livestock premises;
— it is prohibited to keep pigs in enterprises located on the sites of former livestock buildings, cattle burial grounds and manure storage facilities.
— the intersection of roads used for the removal of manure, pig corpses, confiscated goods from the slaughter of pigs subject to disposal, and other waste, and roads used for the transport of animals, feed, transportation of meat and meat products is excluded. Both types of roads must be clearly marked or marked;
— in order to prevent animal diseases in all livestock premises of the Enterprises, it is necessary to carry out timely removal of manure, as well as its disinfection by biological (long-term exposure), chemical or physical (heat treatment or combustion) methods.
In accordance with the provisions of Order of the Ministry of Agriculture of Russia dated 04/03/2006 No. 103 “On approval of veterinary rules for keeping birds on private farmsteads of citizens and open poultry farms” and Order of the Ministry of Agriculture of Russia dated 04/03/2006 No. 104 “On approval of veterinary rules for keeping birds on closed poultry farms” type (poultry farms)":
- poultry premises are regularly cleaned of droppings and other contaminants, and perches, floors, nests, trays, cages, feeders, drinking bowls are washed and, if necessary, disinfected, droppings are collected and subjected to biothermal disinfection;
— hard surfaces are used for the network of on-farm roads, driveways and technological sites. The intersection of roads used for the removal or removal of droppings, incubation waste, dead birds, slaughter waste subject to disposal, and other waste, and roads used for the supply of feed, transportation of eggs, chickens, poultry meat and meat products is excluded. Both types of roads must have identifiable markings or signage. At the entrances to the territory of separate divisions of organizations engaged in the cultivation or breeding of poultry, disinfection barriers are located for vehicles and pedestrians;
- the storage and disposal area for production waste, including a manure storage facility, a composting area, a manure drying shop, is located at a distance of at least 300 meters from poultry premises in accordance with the wind rose for the area so that for most of the warm season they are located on the leeward side . The perimeter of the manure storage area is equipped with drainage trays with the direction of wastewater into a receiving tank. Disposal of these wastes is carried out in agreement with the state veterinary service and the environmental control service;
— floors in poultry keeping premises must have a durable hard surface and be resistant to wastewater and disinfectants, meet veterinary requirements and provide the ability to mechanize the processes of removing litter and litter.
For violations of the above requirements of veterinary legislation, the Code of the Russian Federation on Administrative Offenses provides for the following liability:
- Part 1 of Article 10.6 - maximum punishment is an administrative fine of up to twenty thousand rubles or administrative suspension of activities for a period of up to ninety days;
- Part 3 of Article 10.8 - maximum punishment is an administrative fine of up to seven hundred thousand rubles or administrative suspension of activities for a period of up to ninety days.
- Part 1 of Article 14.43 - maximum penalty is an administrative fine of up to three hundred thousand rubles.
If the offense is repeated, the maximum penalty is an administrative fine of up to one million rubles with confiscation of the items of the administrative offense or administrative suspension of activities for up to ninety days with confiscation of the items of the administrative offense.
