The audit revealed multiple violations of the requirements of the Technical Regulations of the Customs Union, as well as the requirements of veterinary legislation, which pose a threat of harm to the life and HEALTH of animals and people:
Thus, procedures based on the principles of HACCP (i.e., on a concept that provides for the systematic identification, assessment and management of hazards that significantly affect product safety) were not supported in production, namely: - the flow of technological operations of production was not ensured 
 ; 
 - there was no confirmation of product tests with the frequency provided by the production control program; 
 - production facilities require repair; 
 - traceability is not ensured during the production and storage of slaughter products and MEAT products.
At the same time, the employees of the department found that not every carcass and other slaughter products are subject to veterinary and sanitary examination. Also, an individual entrepreneur did not conduct an ante-mortem inspection of animals, which allows identifying sick animals, preventing their slaughter and release of unsafe meat, and in cases of acutely contagious diseases in animals, preventing infection of the slaughterhouse, infection of other meat carcasses and the spread of infection.
In addition, the fact of storage of biological waste on the territory of the enterprise was established: biological waste is scattered throughout the territory of the facility. This fact can lead to the transfer of waste by animals and, as a result, create a threat of the spread of diseases.
Along with this, employees, using the data of the Mercury system, established a number of violations in the preparation of veterinary accompanying documents for meat products. So the state veterinarian issued a production eVSD, according to which on November 21, 2022, 19 kg of minced meat for cutlets were made from chilled beef in quarters, which was developed only on November 29, 2022. Consequently, the raw material for minced meat was produced 8 days after the production of the indicated meat products. This fact violates the traceability of manufactured products, which cannot guarantee the safety of products put into circulation.
During the inspection, employees of the department took samples of meat products produced by this entrepreneur and sent them to an accredited laboratory of the FGBI ARRIAH. The results of the research revealed the presence of soy DNA in meat sausages, liver sausage and semi-smoked sausage. Excessive and prolonged use of soy can lead to negative consequences for the body.
Based on the results of an unscheduled on-site inspection in respect of IP Volkov V.N. Cases were initiated on administrative offenses under Part 1 of Art. 10.6, part 1.3 of Art. 10.8, part 1.2 Art. 14.43 Administrative Code of the Russian Federation. As a result of the consolidation of administrative cases at the end of January of this year, the specified manufacturer was brought to administrative responsibility under part 3 of article 10.8 of the Code of Administrative Offenses of the Russian Federation in the form of a fine of 40,000 rubles.
Specialists of the department issued an order to the specified entrepreneur and keep the situation under special control. Three declarations of conformity were also withdrawn for meat products in which soy was detected. In addition, in January of this year, due to non-compliance with the requirements of the III level of the compartment, the enterprise was downgraded to the I level.
