New fishing rules for the West Siberian fishery basin come into force on September 1, 2021. The Chelyabinsk region just belongs to this territorial set of water bodies, and this means that all South Urals people related to fishing must study these rules and comply with their requirements.

Changes to the pre-existing rules relate mainly to the establishment of new catch sizes by fish species. As explained in the Department of State Control, Supervision, Protection of Aquatic Biological Resources and Their Habitat in the Chelyabinsk Region of the Nizhneobsky Territorial Administration of the Federal Agency for Fishery (State Control Department), the new fishing rules establish the following commercial catch sizes for amateur fishermen in the Chelyabinsk Region: the minimum size of fish is for pike perch 35 centimeters (previous size 30 cm), for carp and carp - 30 cm (previously, this type of fish was not subject to size restrictions). The commercial sizes for pike remained the same - 30 cm, asp - 30 cm, bream - 20 cm, crayfish - 9 cm.

“Fish that are smaller than the specified sizes are subject to immediate release into the habitat with the least damage. A new catch rate is also being set. The general daily norm for the extraction of aquatic biological resources (fish) for an amateur fisherman is 8 kilograms, of which no more than 3 kg (or 15 specimens) should fall on whitefish species, and 5 kg on species such as bream, pike perch, pike, carp (in the previous rules, the daily norm for carp was not established), crucian carp, roach, perch. The rules still prohibit the use of forest nets and the very presence of citizens with such nets on water bodies, in the water protection zone and coastal protective strips of water bodies. At the same time, a reservation appeared that it was possible to remove the nets from the reservoir only in the presence of fish protection officers or internal affairs bodies. That is, it is impossible to arbitrarily select and destroy networks, as was done earlier, for example, by representatives of public organizations. In addition, a ban has been introduced on the disposal (destruction) of networks outside the places specially provided for garbage collection.
Violation of the current fishing rules is fraught for amateur fishermen with an administrative fine in the amount of two to five thousand rubles with or without confiscation of the boat and other tools for the extraction of aquatic biological resources. In this case, the violator will have to compensate the damage caused to the Russian Federation (on average, one head of illegally caught fish is estimated at 250 rubles).

The new rules include changes initiated by the Ministry of Agriculture of the Chelyabinsk region. Proposals to improve the regulatory framework, taking into account the practice of fishing and fish farming, the Ministry of Agriculture of the region submits to the federal body - the Nizhneobsk Territorial Administration - on an ongoing basis, - said Alexei Yekimov, head of the fish farming and fishery department of the regional Ministry of Agriculture. Thus, in the new fishing rules, Lake Sinara, the Magnitogorsk and Shershnevskoye reservoirs are withdrawn from the sphere of commercial fish production. The ministry sent this proposal at the initiative of the municipalities, for which these reservoirs are not only drinking sources, but also a historical place of rest for citizens, a large number of amateur fishermen fish on them. The next step, as expected by the ministry, there will be a ban on commercial fishing in another 27 reservoirs of the Chelyabinsk region in the rules. Such a list was sent to the Nizhneobsk Territorial Administration at the beginning of the year.
