The investigation of the criminal case against the leadership of PSNIU, initiated after the attack on the university, is associated with a violation of the requirements of anti-terrorist protection. This is reported by Kommersant-Prikamye, citing its own sources.
According to the interlocutors of the publication, the main claims of the TFR against university officials relate to compliance with the law on ensuring the anti-terrorist protection of educational facilities.
it is reported that in 2017, when the current rector of PSNIU Dmitry Krasilnikov served as vice-rector for strategic development of the university, he was assigned duties related to ensuring the anti-terrorist protection of the university. He also headed the commission, which was supposed to carry out the so-called categorization of the university according to the level of terrorist threat. Thus, the premises of the PSNIU were to be equipped with a warning and evacuation control system (SOUE) in the event of a terrorist act. It includes means of sound and visual signaling.
Already after the emergency at the university, it turned out that the SOUE was inoperable, and its elements were not installed in a number of university premises. Later, witnesses and victims said during interrogations that they did not hear any sound signals. Although the system did not meet the requirements of the law, in 2018 Mr. Krasilnikov and Lieutenant Colonel Natalia Golovanova, who was obliged to check the level of anti-terrorist protection of facilities, signed a joint act of inspection of PSNIU. It contained data on the categorization of the university, as well as the absence of comments from the representative of the National Guard.
Pavel Blus and Mikhail Mukhachev, also defendants in the case, according to the ICR, committed their criminal acts later. When Dmitry Krasilnikov became the acting rector, in 2019 he appointed Mr. Mukhachev as the HEAD of the control department of the PSNIU, he also became responsible for ensuring anti-terrorist protection. Together with Pavel Blus, the head of the control department was part of the commission that checked its level before each academic year. At least twice, Mr. Blues did not indicate in the inspection report the information that due to the lack of SOUE, the university premises did not comply with the requirements of anti-terrorist legislation.
Earlier, RBC Perm reported that investigators of the ICR opened a criminal case after a mass shooting at Perm University. The case was initiated against the leaders of the Perm State National Research University on the provision of dangerous services, which resulted in the death of two or more persons.
The defendants in the criminal case under article 3 of Art. 238 of the Criminal Code of the Russian Federation (providing services that do not meet safety requirements that resulted in the death of two or more persons) became: the rector of the Perm State National Research University Dmitry Krasilnikov, the first vice-rector Pavel Blus, as well as the deputy chairman of the anti-corruption commission of the university Mikhail Mukhachev and Natalya Golovanova. She is charged with negligence that resulted in the death of two or more persons (part 3 of article 293 of the Criminal Code of the Russian Federation).
