On April 22, the President of Belarus ALEXANDER LUKASHENKO made a working visit to Shklov, where he visited several agro-industrial facilities. These are the sites of the district agroservice, feed mill and MILK processing plant. Large-scale construction is underway everywhere, the result of which should be modern production, attractive jobs, and simply the improvement of territories, to which the HEAD of state paid special attention. Accordingly, it will be necessary to attract personnel, build new housing. The maximum task is not just to give an additional impetus to the development of the Shklov district specifically, but to set a high standard for other districts, each of which in the near future must be brought to perfect order. And this is already the key to the effective development of the country as a whole. To prevent the population from being drawn exclusively to MINSK and several other large cities, it is necessary to create an opportunity for people to live and work comfortably in such small towns and in the countryside.
It was not by chance that Alexander Lukashenko chose the Shklovsky district for such a demonstrative transformation. Any changes, even positive ones, should be done in a businesslike manner, without unnecessary excesses and ill-considered decisions. Therefore, control from above is important, and in this district the President knows literally every meter. It is here that his small homeland is located, here he went through many stages of life, and directly on the ground he gained leadership experience. The head of the Shklovsky district is Sergei Bartosh - formerMinister of Agriculture and Food. This in itself gives additional administrative weight, and coupled with the recent decisions of the head of state to strengthen the powers of the chairmen of district executive committees, it can be said that the tools for developing the region are more than sufficient. Incidentally, the large agroholding Kupalovskoye, which is under the jurisdiction of the Presidential Property Management Department, also operates here. Alexander Lukashenko instructed Sergei Bartosh to make Shklovsky District exemplary, like a "mini-Belarus", back in October last year. To do this, it was necessary to first of all restore order to the basic organizations of the district, and identify new growth points. At that time, the talk was precisely about restoring the full-fledged work of the feed mill, the district agroservice. "Make it like a "mini-Belarus", so that you have agricultural machinery (district agroservice. - BELTA note), and a construction PMK, a flax seed station. Bring everything to mind," the President instructed.
During his current visit, Alexander Lukashenko updated the task and at the same time looked at what is already being done in practice. "You must make the Shklov district a model district. Once you do it, come and ask for whatever you think is necessary," Alexander Lukashenko told the chairman of the district executive committee.
Addressing journalists at the end of the trip, the head of state said: "Have you understood what regional development is? We will do this in every district."
About the agroservice that will become a model for the country
The district agroservice being reconstructed in Shklov will become a model for the modernization and restoration of similar organizations throughout the country. "The entire country will copy this experience. The district cannot develop without this base," the Belarusian leader emphasized. "We constantly say that Belarus will develop at the expense of the regions."
A large-scale reconstruction is underway at the site. Old buildings are being demolished so that by November of this year, modern comfortable conditions for the repair and maintenance of a wide range of agricultural machinery and equipment can be created in their place. Currently, the site of the district agroservice is under the jurisdiction of the Kupalovskoye holding, the largest enterprise in the district. However, Alexander Lukashenko emphasized that the organization should work in the interests of the entire district. The head of state was assured that this would be the case.
The President especially noted that the work of the agroservice should be constantly in the field of view of the chairman of the district executive committee. "Your task is to be a critic, but not to slow down the process," he said to the head of the district, Sergei Bartosh.

He reported that the agroservice will carry out full repairs of agricultural machinery, engines, gearboxes, hydraulics, and milking equipment.
"First, they drew up the technology, and then "put" a building on it. We did not adjust to the building,"- clarified the Presidential Property Management Department's Chief of Staff Yuri Nazarov.

After inspecting the reconstruction site of the regional agricultural service, the President working in the city's feed mill. Serious modernization is also underway here. The head of state was briefed in detail on the plans for the development of the enterprise. They plan to fully launch new facilities by the new harvest. They also plan to set up bread baking here.
This production is extremely important for improving the level of work in animal husbandry. "It is time to stop these robberies in the Mogilev region and feed cattle with grain. We need to prepare feed to ensure normal milk yields and weight gains. We just need to ban the use of grain for this. But for the bans to work, pricing must be normal. Everything needs to be calculated," Alexander Lukashenko said.
According to him, the goal is to ensure the profitable operation of the enterprise, and on the other hand, not to discourage the heads of agricultural enterprises from supplying their grain for the production of animal feed. On a possible site for a district technology park
Separately, Alexander Lukashenko inquired about the future of the territory where the furniture factory was located. It turned out that the private owner did not work there, the business did not go well.
The President suggested looking at the experience of creating technology parks in order to use the existing production facilities in production. 
"Divide the building the way investors want. Put it in order and hand it over. This is one of the options. It should be done in a businesslike manner, thoroughly, so that people work, pay taxes and salaries to those who will work there," the head of state instructed. "Everything needs to be revived, everything should be used. So that not a single patch remains unkempt by the New Year. Shklov needs to be put in order."
"You see, if you need to do something today, do not leave unfinished business," the head of state urged, noting that sometimes temporary things remain for a long time.
About a modern dairy plant that will start operating next year
The third point of the visit in Shklov was. The production capacity of the enterprise for raw materials is planned at 300 tons of milk per day. They promise to build the facility in a year and put it into operation by the end of 2026. Currently, a milk processing plant is already operating in the city - the Shklov butter factory. As reported to the President, 100 tons of milk are processed there daily. Mainly whole milk products are produced . Alexander Lukashenko instructed to think about what to do with this site after the new production is put into operation. "There is no need to touch it now, let them work. As soon as we move here in 2026,there can't be two factories. Allwe will process milk here. And now let them work," said the Belarusian leader. And again Alexander Lukashenko emphasizes the improvement: "Everything around needs to be put in order. If we take on this territory, it must be equipped and improved." On the construction of housing to meet the needs of production
The topic of housing construction was a through line during the working trip. The emphasis is on rental housing in the regions, which will become an additional incentive to attract people to production. And Shklov was again mentioned here as an example."Housing here (in Shklov - BELTA note) is needed because we will need to attract people. It needs to be cheaper, we need to put our construction complex in order. Rental housing is needed for people. And if the regions are developing, it should develop in this way. Not to build these houses in Minsk... We will build some there according to our obligations. There are also military personnel, and families with many children, and others," said Alexander Lukashenko. "We will build housing primarily for the needs of production. For what brings in money."
But Alexander Lukashenko does not rule out the construction of rental housing in Minsk for the needs of enterprises.
