September 22, Soligorsk. President of Belarus Alexander Lukashenko, summing up the results of the plenary meeting of the republican meeting on the development of livestock farming, outlined key guidelines for the industry, BELTA correspondent reports.

The state of affairs in livestock farming was examined in detail both for the country as a whole and using the example of individual regions, districts and agricultural enterprises.

Thus, the governor of the MINSK region, Alexander Turchin, reported that in 2022, the volume of gross output of agricultural organizations amounted to Br5.2 billion, while the share of livestock products in the total production amounted to 61%, or Br 3.2 billion.

Over the past years, the region has seen a steady increase in livestock production, with the greatest dynamics in poultry farming and MILK production. He also noted the growth in the economic efficiency of the industry. Thus, the profitability of cattle breeding increased from 0 to 7.5%. The task is to further improve economic indicators, increase profits to direct production development, and increase its efficiency.

Chairman of the Grodno District Executive Committee Valery Khelsky made a report at the plenary meeting. In terms of the theme of the event, its region is of particular interest, as it is the best in Belarus in many indicators in the agro-industrial complex, including milk yield - 9258 kg per cow per year. When asked by the President what is the secret of such success in milk production, the HEAD of the district named three simple components: a good feed supply on an ongoing basis, stable personnel both in management and among personnel, as well as technological and production discipline.

“Nothing cosmic, nothing extraordinary,” the President noted on this occasion. “Feed on time, milk on time and come to work on time.” He drew attention to the fact that even with such a high base, an enterprise can grow in many production indicators, without resorting to some super-technological and innovative methods that scientists sometimes talk about, but only by fulfilling basic requirements .

Oleg Burak, DIRECTOR of OJSC Ostromechevo, a leader in many indicators not only in the Brest region, but also in the country, voiced his formula for success at the event . These are the four Cs: personnel, cow , feed and comfort. “If one of these factors falls out, then you can forget about further effective work in the industry. Therefore, we mainly focus on these four factors,” he said.

The conversation turned to finding ways to support such strong enterprises when they implement projects to modernize production and develop their base. Now the main efforts of the state are concentrated on raising lagging farms and providing them with the necessary assistance and support, including credit funds. And the most successful agricultural enterprises are forced to rely only on their own strengths in the implementation of promising development projects. In this regard, the President instructed to understand the situation and, if possible, provide support to such effective, successful advanced farms, because they are at the forefront, introducing new technologies and, most importantly, giving very good results.

“We need to keep such farms in mind separately. We will think about how to support them and support their programs and projects, because if they take out a loan , they will return it. There should be an appropriate attitude towards them. Moreover, the state is interested in this. If they took a loan under some program (credit - BELTA's note), it will be implemented and we will ultimately receive milk and MEAT . In the end, they deserve to be treated in a special way," said Alexander Lukashenko.

In a conversation with the Minister of Agriculture and Food Sergei Bartosh, the topic of completing the harvesting campaign and stocking up feed was touched upon. The head of state demanded that the pace of work be accelerated while weather conditions contribute to this. “We need to move and become denser,” the President directed.

Regarding the development of livestock farming and, in particular, solving the problem of livestock deaths, it was proposed that individual farms use the so-called practice of livestock transfer. The President spoke on this matter as follows: “I don’t insist on anything. This is your business. If you can’t and it’s clear that the cattle will die, then you need to take it in the name of the revolution and give it to where it will be preserved. But if there are other methods or ways , please choose any one." According to the head of state, the method of transporting livestock to preserve livestock is quite acceptable. But it is up to the heads of farms and districts to decide in specific situations. “Let the chairmen of the district executive committees work out these schemes. But there should be no deaths,” the President emphasized.

On restoring order in the country and, in particular, in agriculture

As a rule, the heads of the Prosecutor General's Office and the State Control Committee also speak at such meetings. They report on discovered shortcomings and identified facts of mismanagement, and sometimes even criminal activity.

“They would throw some “pepper” at you here, but we ourselves understand that you have a loss of life, and a shortage, and mismanagement, and discipline, and personnel. This has already been noted. But I’m just warning you: both the Minister of Internal Affairs, “Both the Prosecutor General and the Chairman of the State Control Committee are focused on establishing order in the country and, above all, in agriculture,” said Alexander Lukashenko.

Summing up the meeting, he emphasized that it is not normal when local authorities make decisions, but they are not implemented. “Therefore, I’m just warning you in a friendly way: the pressure during the winter stall period from law enforcement and control agencies will be furious. And don’t be offended,” the President said.

At the same time, the head of state also addressed the law enforcement officers themselves with the controllers: before reporting to him about the discovered facts of mismanagement, they should discuss the issues that have arisen with the governors.

About dairy and pig-breeding complexes

Alexander Lukashenko also recalled the task set earlier for the livestock industry: to convert cattle into modern ones within a five-year period.

“The dairy complexes, where we receive milk as a raw material for the production of products - for which we are famous - must be in ideal condition. We have good complexes - go, learn how to do it. We will support. But this does not mean that we will throw money away . No, we will approach this issue carefully,” the President noted.

The head of state plans to familiarize himself in detail with cattle fattening . As an example, he cited the work of the Rodina collective farm in the Belynichi district, where an effective system has been developed.

The country will also continue work on the construction of pig-breeding complexes. “Of course, we will support you, but everyone must move in this regard: these are banks, their own funds, and budget funds. We need to quickly solve this problem,” the Belarusian leader noted.

About working with personnel, salaries of specialists and targets

Alexander Lukashenko paid special attention to supporting qualified workers in agricultural organizations. The President demands that they be provided with decent pay and housing.

“As for personnel - develop by the end of the year any measures that you consider necessary. Determine the salary fund for managers and specialists. Specialists must be paid. We ask the specialist first of all for the result. And this is a small number of people on a district or regional scale. Personnel “This is the basis of everything,” said the head of state.

He also reminded us about working with target groups. Alexander Lukashenko emphasized that targeted studies should be given to promising students. And this applies not only to agriculture. “You can’t joke here,” he remarked.

About discipline and local generals

“Our main problem is simple, elementary - discipline. Discipline is not just hitting with a fist. You can knock with your fist when you have developed a system. But if you don’t have a reasonable system, management and management, then why knock? No one will understand. Chairmen of city and district executive committees with governors, develop a coherent, clear system and act, do not wait for any instructions. If you make a mistake (the main thing is that there are no fatal mistakes) - a person can always be forgiven for a mistake if he strives to do well. But if he is inactive, he sits spread out and doesn’t know, or even knows and doesn’t do anything - why do we need such a leader? Therefore, act. You are local generals,” Alexander Lukashenko emphasized.

The President noted that the coming years will be difficult for the vertical of power. Especially for the “troika” in the regions: the authorized head of state for the region, the governor and the assistant to the President. “You should conduct election campaigns there. We must show everyone that we have a country and we will govern this country,” the head of state said.
