The Ministry of Agrarian Policy has developed a preliminary plan for the directions of state support for the agricultural sector for 2022. Since Verkhovna Rada will soon start considering the budget for the next year, the Ministry of Politics has prepared a program of budgetary assistance for the agro-industrial complex.
The concept was presented with a list of the main directions. In general, it is proposed to allocate UAH 8 billion for the development of the agro-industrial complex in 2022, of which UAH 4.6 billion is provided for supporting farmers, which is 100 million more than was allocated in 2021. However, the final amount of state support will be known exactly after voting for the budget for 2022.
The state support program for 2022 contains 16 points:
1. Partial compensation for the cost of agricultural machinery;
2. Financial support for measures in the agro-industrial complex by reducing the cost of loans;
3. Financial support for the development of horticulture, viticulture and hop growing;
4. Financial support for the development of farms for 2022 (subsidy per unit of cultivated land, subsidy for keeping cows);
5. Financial support for the development of farms (partial compensation for the costs of advisory services rendered, financial support for farms on a reimbursable basis, additional payment in favor of insured persons-members / chairman of the SFH ERUs, financial support for newly created FGs for receiving agricultural advisory services);
6. State support for the development of animal husbandry and processing of agricultural products (reimbursement of the cost of purchased breeding animals, bees, sperm and embryos);
7. State support for the development of animal husbandry and processing of agricultural products (reimbursement of the cost of livestock facilities (up to 50% of the cost, a special budget subsidy for existing bee colonies);
8. State support for the development of animal husbandry and processing of agricultural products (special budget subsidy for the maintenance of goats, goats, ravines, ewes, special budget subsidy for the increase in the number of cows of their own reproduction);
9. State support for niche crops;
10. State support for the development of potato growing;
11. State support for insurance of agricultural products (insurance of winter wheat crops with state support against agricultural risks);
12. State support for the use of reclaimed lands;
13. Development of cattle breeding;
14. State support for horticulture (labour-intensive industries);
15. State Horticulture Support Program (support for small and medium-sized producers up to 20 hectares, compensation up to 50% of the cost of investments per hectare);
16. State support for organic production;
State support for the agro-industrial complex for 2021 was paid to farmers in the amount of UAH 1 billion 551 million out of the budgeted UAH 4.5 billion.
