Among them are 180 individual entrepreneurs and six legal entities from Churapchinsky, Khangalassky, Amginsky districts and the city of Yakutsk.
In addition, ROSSELKHOZNADZOR also received notifications from four organizations that decided to sell the processed product to peasant farms and individual entrepreneurs involved in the production of agricultural products.
Thus, one of the largest enterprises in the republic - Yakutsk Poultry Farm JSC, which produces more than half of the volume of local eggs and almost completely supplies the city of Yakutsk with this product, notified the Rosselkhoznadzor of its intention to process bird droppings by swirling for sale to enterprises and peasant farms.
When considering applications, Rosselkhoznadzor inspectors pay attention to errors in execution. In a number of cases, representatives of enterprises did not indicate the TIN and PSRN, the volumes were incorrectly indicated, there is no information about the individual entrepreneur or the name of the legal entities to which it is planned to transfer livestock by-products for use.
In this regard, the inspectors held individual consultations with these economic entities, as a result of which the notifications were adjusted, accepted and registered.
The response of the farms was preceded by serious preventive work and counseling, which continue today.
Business operators should be aware that classifying manure, manure, bedding and runoff as livestock by-products allows them to be removed from the category of waste and legally applied to the soil to increase the fertility of agricultural land.
In this case, there arises the obligation to apply the accepted methods of processing livestock products: accumulation and keeping of wastewater or clarified fractions on specialized sites and composting of solid fractions.
They are fixed in Decree of the Government of the Russian Federation No. 1940 dated 10/31/2022, which also states that the sites must have monolithic concrete or hermetically welded film coatings or a clay pad with a thickness of at least 20 centimeters at the base.
Special attention should be paid to compliance with the restrictions on the amount of impurities of toxic elements and pesticides and the inadmissibility of the presence of pathogenic microorganisms and parasites.
If these requirements for the handling of livestock by-products are violated, they are recognized as waste under the jurisdiction of Rosprirodnadzor.
Inspectors of the Rosselkhoznadzor Department are ready to conduct preventive visits for each interested livestock farm: in person or via videoconference and answer any questions of interest within the authority of the Service.
