The register is planned to be created in the Cerberus component of the federal state information system VetIS belonging to ROSSELKHOZNADZOR. it will contain information about all types of such burials: about recesses in the ground for burying waste, which either provide or do not provide isolation from soil and groundwater. In addition, the system will include data on individual entrepreneurs, other individuals and organizations that handle biological waste. This will allow tracking the turnover of waste at all stages of use and thus get a transparent picture in case of violations of the law. At the same time, the law “On Veterinary Medicine” will be supplemented with an article on the accounting and operation of burial grounds. 
 
 BanThe authors of the document explained the creation of new cattle burial grounds by the fact that such objects could pose a threat to the biological and chemical safety of the country. They explained that other animals and even humans can contract diseases that are common to all of them. The developers also reminded that today in RUSSIA there are about 14 thousand such burials, 46 percent of which are active. Given such a serious threat, this is a huge number. This, in turn, will require changes to the legislative acts of the Ministry of Agriculture. 
 
 In addition, the billspecifies the meaning of the term "biological waste". It will be understood as the remains of animals and other objects of animal origin, veterinary confiscated goods, as well as waste obtained during the processing of animal products or the activities of farm animals. Such a measure will clearly distinguish them from other types of waste (for example, production and consumption). Now livestock breeders are experiencing legal difficulties due to such confusion and do not understand what exactly they can be criminally or administratively liable for.
