“According to the law,” she said, “since March 1, 2023, substances formed when keeping farm animals, including manure, droppings, bedding, effluents used in agricultural production, are by-products of animal husbandry that are not subject to the regulation of the Federal Law of 24 June 1998 No. 89-FZ "On production and consumption waste".
Within the framework of the envisaged changes, legal entities, individual entrepreneurs, peasant (farm) enterprises without forming a legal entity, engaged in the production of agricultural products, independently carry out the classification of substances formed when keeping farm animals as by-products of animal husbandry. Business entities notify the federal executive body of the decision taken - the ROSSELKHOZNADZOR Administration for the Voronezh, Belgorod and Lipetsk regions.
Also, from March 1, the requirements for the circulation of animal by-products, approved by the Decree of the Government of the Russian Federation of October 31, 2022 No. 1940 “On approval of the requirements for the circulation of animal by-products”, come into force. In accordance with them, the use of formed by-products in the fields is allowed after their processing and processing and upon confirmation that they do not exceed the standards for the content of toxic elements, pesticides, pathogenic and pathogenic microorganisms and parasites.
