So, from March 1 of this year, individual entrepreneurs, peasant farms, legal entities will be able to independently classify substances formed when keeping farm animals as by-products of animal husbandry. Thus, this will encourage farmers to develop their own technological base, which will allow them to use recycled fertilizers in their own business.
According to the new legislation, if agrarians decide to classify manure (litter) as by-products of animal husbandry, the persons who produce agricultural products send appropriate notifications to the territorial departments of the ROSSELKHOZNADZOR at the place of their formation.
Notifications indicate the volumes, date of formation, the planned timing of use in production or transfer of animal by-products to other parties and the corresponding results.
it is strictly forbidden to use manure (litter) for other purposes, sale or transfer to private individuals.
By-products subsequently cease to be waste, however, if notification is not sent, then such activities are subject to control by Rosprirodnadzor within the framework of waste legislation.
According to an expert assessment, the total volume of livestock products produced in RUSSIA by all categories of farms is 300 million tons per year.
On the website of the Rosselkhoznadzor, a subsection “By-products of animal husbandry” has been created, which contains regulatory legal acts and the necessary information for agricultural producers.
