The World Organization for Animal HEALTH once again confirmed the status of the Russian Federation as a country with a FMD-free zone without vaccination.

The decision of the World Organization for Animal Health (OIE) once again officially confirmed the FMD free status obtained in May 2019 without vaccination for 52 constituent entities of the Russian Federation.

The OIE-recognised FMD free zone includes most of RUSSIA. These are the following subjects: the cities of Moscow and St. Petersburg, Arkhangelsk, Belgorod, Bryansk, Vladimir, Vologda, Voronezh, Ivanovo, Irkutsk, Kaliningrad, Kaluga, Kirov, Kursk, Kostroma, Leningrad, Lipetsk, Magadan, Moscow, Murmansk, Nizhny Novgorod, Novgorod , Orel, Penza, Pskov, Ryazan, Sverdlovsk, Smolensk, Tambov, Tver, Tomsk, Tula, Ulyanovsk, Yaroslavl regions, Kemerovo region - Kuzbass, Kamchatka, Krasnoyarsk, Perm regions, the republics of Bashkortostan, Karelia, Komi, Mari El, Mordovia, Tatarstan, Sakha (Yakutia), Khakassia, Udmurt Republic, Chuvash Republic, Nenets, Khanty-Mansiysk, Chukotka, Yamalo-Nenets Autonomous Okrugs.

For the first time, the status of a country with an FMD-free zone without vaccination was assigned to Russia on May 26, 2016 at the general session of the OIE. Its action was suspended from October 20, 2016 to January 13, 2017 due to the registration of an outbreak of foot-and-mouth disease in the Vladimir region. On September 30, 2017, the status was again suspended due to an outbreak of foot and mouth disease in Bashkiria.

In 2019, the OIE Scientific Commission, having studied the dossier prepared by the ROSSELKHOZNADZOR and subordinated to the Service of the FGBU “Federal Center for Animal Health” (FGBI “ARRIAH”), came to the conclusion that Russiacomplies with the requirements of the international organization for the control of foot-and-mouth disease. As a result, the previously obtained status was restored on May 20, 2019. In 2020 and 2021, and now also in 2022, the OIE officially confirmed it on the basis of the same level of compliance with FMD control requirements in Russia during the year.

In addition, in 2021, on the basis of the dossiers prepared by the Service, the OIE assigned two Russian zones - "South" and "Sakhalin" - the status of free from FMD with vaccination.

The “South” in this case includes 13 regions of Russia in the Southern and North Caucasian Federal Districts: Stavropol and Krasnodar Territories, Rostov, Volgograd and Astrakhan Regions, the Republic of Kalmykia, the Republic of Ingushetia, the Republic of Dagestan, the Republic of North Ossetia-Alania, the Republic of Adygea, and also Chechen, Kabardino-Balkarian, Karachay-Cherkess Republics. The Sakhalin zone includes Sakhalin Island and the Kuril Islands.

The presence in Russia of FMD zones recognized by the OIE contributes to the development of the EXPORT potential of the country's agro-industrial complex. It also simplifies the conditions for the movement of such goods between the regions of the Russian Federation, taking into account the principles of regionalization.

It is also worth noting that dossiers for recognition of FMD statuses for three more zones were sent to the OIE for consideration (Zone II "Urals - Western Siberia" without vaccination, Zone III "Eastern Siberia" and Zone V "Far East" - with vaccination) .
