Russian President Vladimir Putin proposed to channel the proceeds from EXPORT duties from the sale of agricultural products to additional financing of the rural development program. The HEAD of state stated this on June 17, speaking at the St. Petersburg International Economic Forum.
“An absolute priority for us is the comprehensive arrangement and development of rural areas. People who work in the countryside, feed the country - and, as you can see now, a significant part of the world - should live in comfortable, decent conditions. In this regard, I ask the government to allocate additional funds for the profile program. Export duties on the sale of agricultural products can become a financial source here. This is a permanent source. Of course, it can fluctuate, but it will be permanent,” the president said.
Putin also proposed expanding programs for the reconstruction and modernization of rural houses of culture, regional and municipal theaters and museums, allocating 6 billion rubles for these purposes. in 2023 and 2024 “This is an exceptionally demanded, important task for people,” the head of state stressed.

The amount of annual additional financing for the integrated development of rural areas (CRST) from funds received from the introduction of duties on certain agricultural products is projected to be 10 billion rubles, Russian Deputy Prime Minister Viktoria Abramchenko said on the sidelines of the forum.
She explained that funds could begin to be allocated as early as 2022. According to the Deputy Prime Minister, infrastructure and sports facilities, as well as feldsher and obstetric stations have become key projects for the improvement of rural areas. “These are objects that are associated with improving life in the countryside,” Abramchenko said.
She added that the volume of revenues to the Russian budget from export duties amounted to 175 billion rubles.
