Include manufacturers of veterinary drugs in the list of agricultural producers so that they can receive state support under the State Program for the Development of Agriculture - this proposal was made by Lyudmila Manitskaya, DIRECTOR of the Dairy Union of RUSSIA, Chairman of the Public Council under the ROSSELKHOZNADZOR at the site of the All-Russian Meeting on Import Substitution.
“In Russia, the production of veterinary medicinal products is not singled out as a separate industry, it does not have its own classification according to OKVED. Manufacturers are actually deprived of the opportunity to receive state support measures, which are addressed by OKVED codes,” Lyudmila Manitskaya outlined another problem for the industry.
She noted that the Ministry of Agriculture and Rosselkhoznadzor oversee the circulation of veterinary drugs. “But the Ministry of Agriculture cannot provide support, because the enterprises are not agricultural producers,” the speaker explained.
At the same time, the Ministry of Industry and Trade regulates only the circulation of medicines for people, so it cannot provide support to manufacturers of veterinary medicines either.

To solve this problem, Lyudmila Manitskaya proposed to separate the production of veterinary drugs into a separate industry with the assignment of the OKVED code.
It is also necessary to amend the Federal Law "On the Development of Agriculture" and recognize those who produce veterinary drugs as agricultural producers, the HEAD of the union emphasized.
“Under the current conditions, it is also necessary to think about including manufacturers of veterinary medicines in the State Program for the Development of Agriculture (according to Decree of the Government of the Russian Federation No. 717), so that they receive state support as agricultural producers,” she concluded.
