Tightening the rules for the movement of freight transport in Moscow, including the impending ban on travel without a permit for cars weighing more than 3.5 tons within the Moscow Ring Road, threatens to disrupt logistics and increase the cost of products. Mayor Sergei Sobyanin was informed about the risks of tightening regulation of freight traffic in Moscow by the heads of the Russian Road Transport Union (RAS), the National Union of Experts in the Field of Transport and Logistics (SEL), the National MEAT Association, Soyuznapitkov, Soyuzmolok and other business associations. As noted in the letter, the restrictions carry significant risks for the delivery of raw materials, food, medicines, which were transported without issuing passes at night. An alternative to the Moscow Ring Road - the Central Ring Road is not ready to receive freight transport, market participants point out: construction is underway there, there are not enough interchanges, exits, infrastructure. The rerouting will also lead to an increase in transportation costs, which will affect the final cost of goods, the business warns. Only paid travel on the Central Ring Road can cost about 700 thousand rubles. per year for one truck.
The HEAD of the National Meat Association, Sergei Yushin, says that the tightening of requirements for the permissible weight of trucks leads to the need to increase the number of cars, drivers and loaders, slow down loading and unloading operations and, as a result, increase transport and logistics costs, which is most critical for cheap products. According to him, many individual carriers no longer see the point in continuing to work due to tightening controls and increasing fines, which makes it difficult for product manufacturers to find cars and drivers.
SEL Executive DIRECTOR Olga Fedotkina points out that the city authorities do not conduct the necessary examination and discussion of changes in the regulation of cargo logistics with business. For example, restrictions on the movement of international vehicles, which were initially unenforceable, were lifted ten days later, she notes. According to Kommersant's interlocutor in a large food company, it has not yet been possible to obtain all passes for trucks over 12 tons, and for vehicles weighing over 3.5 tons this is still not possible. And small trucks are often used to deliver products from factories near Moscow to Moscow stores, he points out. Changes in the rules for issuing passes since May this year, including monitoring compliance with routes under the threat of deprivation of passes, will also negatively affect logistics, the letter says. The president of Soyuznapitkov, Maxim Novikov, says that passes are received for certain zones, and control over routes will make it impossible to bypass traffic jams and lengthen the entire supply chain. The ban on deviating from the route under the threat of sanctions is extremely important for the food industry, where trucks can deliver products at once to several points that can change, adds Soyuzmolok CEO Artem Belov. As Ms. Fedotkina points out, the procedure for issuing passes, on the contrary, should be more transparent: it is necessary to simplify the requirements for documents and not associate a pass with a specific driver. RAS Vice President Valery Alekseev says, that business is ready to develop logistics schemes with the Moscow authorities that will reduce traffic and will not lead to additional costs for market participants.
