According to Interfax, the country plans to simplify the procedure for acquiring land plots by farms.
At a government meeting, a draft law developed on behalf of the president was considered. The document makes it possible to significantly simplify the procedure for acquiring agricultural land that is in state or municipal ownership. Citizens and owners of farms will get this opportunity, they will be able to rent a plot without going through the bidding procedure for up to five years.
The procedure provides for compliance with a number of conditions, in particular, it will not be possible to transfer the site to third parties or sublease it. In the future, it is allowed to extend the lease of a land plot or acquire it into ownership.
Vladimir Butusov, leader of the Oryol branch of PARTY DELA, chairman of the Committee on Economic Policy and Entrepreneurship Development of the Oryol City Council of People's Deputies and General DIRECTOR of the Vozrozhdenie Group of Companies, believes that the bill offers a long-awaited mechanism for obtaining land plots by owners of small farms.
“The current procedure for drawing up a lease agreement for agricultural land provides for either the publication of a notice or an auction for the right to conclude a lease agreement. Moreover, the publication of a notice in the vast majority of cases leads to the receipt of other applications and, as a result, leads to an auction. At auctions, agricultural holdings, due to incomparable financial resources, do not give farmers a chance to conclude land lease agreements. Thus, most of the land fund is concentrated in the hands of large agricultural holdings, small agricultural organizations and farmers do not have the opportunity to expand their land, ”says the deputy.
Agricultural production increased by 2.3% in four months
According to Butusov, this situation leads to the creation of oligopolies, in which land and financial resources, as well as sales markets, are available exclusively to large agricultural holdings.
The proposed bill, on the one hand, will allow farmers to expand agricultural production in new areas, and, on the other hand, will allow land plots that were previously used without title documents to be put into circulation. Butusov is confident that this will increase the revenue side of municipal budgets, which will make it possible to improve rural areas and improve the quality of life of rural residents.
“At the same time, I consider it important and necessary to extend this procedure not only to citizens and farms, but also to established limited liability companies whose annual revenue does not exceed 100 million rubles,” the deputy is convinced.
Vladimir Butusov considers this bill to be very good, although somewhat belated. Its adoption will help save a lot in rural areas, especially the people who work there, will help create jobs, replenish municipal budgets, and restore life in the countryside.
