According to the National Union of Agricultural Insurers (NUA), the top three positions in the ranking of Russian regions in terms of agricultural insurance development have not changed since 2021. The report states that the first place is occupied by the Stavropol Territory, the second and third - by the Voronezh and Tambov regions.

As explained in the NSA, positions in the ranking are determined by several parameters, among them - the level of coverage of insurance coverage of areas under crops and livestock under contracts that farmers concluded from January to December 2022, and the dynamics of agricultural insurance growth over the past year. In addition, the union assessed how much state support is invested in agricultural insurance in the region, and how well the system for protecting agricultural risks in the region is organized. Based on this assessment, all regions of RUSSIA were ranked.

Thus, the Stavropol Territory has been participating in the agricultural insurance program with state support since 2019, and during this time, local farmers have received insurance payments for more than 3 billion rubles. In 2022, the agricultural insurance market in this region amounted to 13.2% of the entire agricultural insurance market in Russia, with a volume of 1.3 billion rubles.

At the same time, the NSA highlights the regions that took the last places in this rating - the regions with the lowest amount of agricultural insurance. These are seven regions located mainly in the regions of the Far North and the Far East. In 2022, these regions did not conclude contracts for agricultural insurance either in crop production or in animal husbandry.
