Since March 1, 2023,  the law  on livestock by-products has been in force in RUSSIA. These include manure, manure and runoff from livestock, as well as bedding if such products are used in agricultural production. By law, the farmer is free to determine whether manure and manure are animal by-products or waste. In the first case, he can sell these products to other farmers, and ROSSELKHOZNADZOR should control the process .

At the same time, the law prescribes the storage and processing of livestock by-products at special sites that exclude environmental pollution. For violation of the requirements for storage, transportation, processing and sale of manure and droppings, livestock breeders will be fined. The bill on fines for violating the rules for handling livestock by-products was approved by the State Duma in the first reading. The document introduces into the Code of Administrative Offenses fines for officials of agricultural enterprises in the amount of 30-40 thousand rubles, for companies - 250-350 thousand rubles with a possible suspension of activities up to 90 days. In case of repeated violation during the year, a fine is provided for officials - 40-50 thousand rubles and for companies - 350-450 thousand rubles.

Livestock breeders consider such fines to be too high, and the Ministry of Agriculture agreed with them. According to the publication, the department prepared amendments to the bill , which reduce the maximum fine from 450 to 250 thousand rubles.

Also, by the second reading, the bill may be amended, according to which for improper storage and sale of manure and litter, they will not be punished in the form of suspension of the enterprise for 3 months.
