it is proposed to introduce an EXPORT ban on fresh, chilled and frozen chicken carcasses, as well as their parts. The export of wings, backs, necks, tails, livers and other offal (fresh, chilled and frozen) is allowed. Restrictions will not apply to products supplied to the countries of the EAEU , as well as to products exported from the territory of RUSSIA as part of international transit transportation or transported between parts of the country through the territories of foreign states. 

President of Agrifood Strategies Albert Davleev believes that introducing a duty-free import quota now is an untimely measure. “The fact is that the market expects the traditional price decline in January-February, which occurs immediately after the New Year holidays. Therefore, making such decisions now is unfounded,” he said. “If we are talking about the import of poultry MEAT outside the quota, then it could be supplies from Turkey and Brazil, possibly CHINA.” Davleev noted that today there is no shortage of poultry meat on the market, there is only an increase in prices. At the same time, exports remain at last year’s level. 

In his opinion, export restrictions will also not have any effect. “It’s unclear why we should increase pressure on domestic producers. In my opinion, these measures are belated and do not take into account seasonality. If it was necessary to reduce price increases, then this should have been done in May-June. Now prices are relatively stable and do not depend on the quantity of goods on the market; they depend on the large money supply of the population. This allows people to buy poultry meat at any price,” says Davleev.

At the same time, the expert emphasized that even if these restrictions are introduced, prices for poultry meat will not decrease quickly, this will happen only in 1.5-2 months. “This will be exactly the moment when prices will already be low. This will simply collapse the market and kill domestic producers,” warns Davleev.
