Among them are the ZAOr (np) organizations of the Partizan agricultural firm, which is engaged in the maintenance and breeding of dairy cattle , the production of raw MILK and pig breeding in the Amur Region.
This enterprise notified the ROSSELKHOZNADZOR of its intention to use cow and pig manure for its own needs: adding it to the soil to improve its fertility.
In addition to large enterprises, notifications were also sent by individual entrepreneurs and heads of peasant farms in the region.
In total, the Office of the Rosselkhoznadzor for the Amur Region and the Republic of Sakha (Yakutia) received notifications from 33 specialized enterprises and farms of the Tambov, Shimanovsky, Bureysky, Belogorsky, Skovorodinsky, Ivanovsky and Blagoveshchensky regions of the Amur region.
When considering applications, Rosselkhoznadzor inspectors record fairly correct filling. At the same time, experts also pay attention to errors in the preparation of a number of documents, when representatives of enterprises do not indicate their TIN, OGRN and OGRNIP.
Individual consultations were held with these economic entities, as a result of which the notifications were adjusted, accepted and registered.
Businesses should be aware that classifying manure, manure, bedding and runoff as livestock by-products allows them to be removed from the waste category and legally applied to the soil to improve the fertility of agricultural land.
In this case, there arises the obligation to apply the accepted methods of processing livestock products: accumulation and keeping of wastewater or clarified fractions on specialized sites and composting of solid fractions.
They are fixed in Decree of the Government of the Russian Federation No. 1940 dated 10/31/2022, which also states that the sites must have monolithic concrete or hermetically welded film coatings or a clay pad with a thickness of at least 20 centimeters at the base.
Special attention should be paid to compliance with the restrictions on the amount of impurities of toxic elements and pesticides and the inadmissibility of the presence of pathogenic microorganisms and parasites. If these requirements for the handling of livestock by-products are violated, they are recognized as waste under the jurisdiction of Rosprirodnadzor.
Inspectors of the Rosselkhoznadzor Department are ready to conduct preventive visits for each interested livestock farm: in person or via videoconference and answer any questions of interest within the authority of the Service.
