The total number of insured livestock in RUSSIA in 2022 increased by 8% and amounted to 11.7 million conditional animals. Insurance contracts on the terms of state support were signed by agricultural producers in 69 regions of Russia.
“As in previous years, in 2022, insurance in the Russian livestock industry was most developed in the pig industry. The insured number of pigs increased to 15.7 million heads over the year, from 14.3 million heads a year earlier. Thus, about 65% of industrial pig breeding is covered by insurance coverage in the country, - said Korney Bizhdov, President of the NSA.
Pig-breeding enterprises used the possibilities of insurance on the terms of state support in 47 regions, while in 37 regions they insured, according to the NSA, more than half of the pig population. The leader in the use of this risk protection tool is the Central Black Earth Region. The largest number of pigs is insured in the Belgorod region - more than 2.4 million heads of these animals, more than 1.6 million - in the Kursk region, more than 1.5 million - in the Voronezh region and almost 1 million heads - in the Tambov region. The list of regions with a large insured pig herd of more than 0.5 million heads also includes Tver (734 thousand heads) and Oryol regions (701 thousand heads), the Republic of Mordovia (607 thousand), Novosibirsk (598 thousand), Chelyabinsk ( 598 thousand), Lipetsk (576 thousand) and Bryansk regions (522 thousand).
Received further development in Russia and the use of insurance with state support in the segment of industrial poultry farming. During 2022, farmers insured almost 255 million heads of chickens, turkeys and other types of poultry on farms, which is about 55% of the total livestock in the country. Poultry insurance contracts were concluded in 48 regions, including in 29 regions they cover more than half of the livestock kept in poultry farms. The Belgorod region has also become the largest poultry insurance region in Russia - 38 million heads are insured here, which is 86% of the livestock. The second largest region is the Leningrad region, with an indicator of 23.6 million heads (77%). Over 10 million poultry heads are also insured in such regions as Tambov region (18.3 million, 97%), Bryansk region (15.0 million, all livestock), Chelyabinsk region (10.6 million, 47%).
“Another pronounced trend of the year was an increase in demand for state-supported insurance in those areas of animal husbandry in which it has not yet become widespread,” said Korney Bizhdov. – The insured number of commercially bred cattle increased by 17% over the year, and small cattle – by 30%. At the end of 2022, the insured livestock of cattle increased to 1.3 million heads from 1.1 million heads a year earlier, and small cattle - up to 450 thousand heads from 347 thousand. thousand instead of 19 thousand a year earlier, that is, there is a threefold increase.”
Cattle insurance on the terms of state support was already practiced in 49 regions in 2022. Over half of the livestock is insured only in three of them - in the Bryansk region, which has become the largest region for cattle insurance in Russia with an indicator of 407 thousand insured heads (about 78% of the number of cows), as well as in the regions of Tula (77 thousand heads, coverage of 54 %) and Kaliningrad (72 thousand, coverage 52%). Almost half of the region's cattle population (48%) is insured in the Smolensk region (57 thousand heads), coverage is also relatively high in the Kaluga region (94 thousand heads, 42%), in the Oryol region (51 thousand heads, 41%), in the Penza region (30 thousand heads, 31%). Tatarstan has a relatively large insured livestock - 64 thousand heads, although it is only 10% of the industrial herd of this republic.
Small cattle of agricultural producers are insured in 13 regions of Russia. The largest insured herd of small cattle in the country is in Dagestan: 216 thousand heads. Also, a large number of small cattle are insured in the Trans-Baikal Territory - 59 thousand heads, or 24% of the livestock, in the Kursk region - 55 thousand heads (76%), the Karachay-Cherkess Republic - 43 thousand heads (4%), and the Tula region - 34 thousand heads (68%).
“NAI predicts continued growth in insurance coverage in all areas of animal husbandry in 2023,” said NSA President Korney Bizhdov.
According to the Federal Law N 260-F3 "On State Support in the Sphere of Agricultural Insurance", in Russia, within the framework of a centralized system, state support is provided for insurance of risks of crop production, livestock breeding and commercial aquaculture. Only insurance companies that are members of a single all-Russian association, the National Union of Agricultural Insurers, have the right to conclude insurance contracts with state support. Insurance is carried out on the basis of uniform standard rules for each insurance program provided for in the agricultural insurance system.
