So far there are only versions and rumors. Firsov is suspected of receiving 42 kg of beef as a bribe from farmer Ruslan Sanatullov. He is a distant relative of ZSO deputy Ramil Khakimov, who is now being tried to be removed from a paid position in parliament due to a scandal.

Firsov denies everything and does not admit guilt. According to his version, he knew that Sanatullov was breeding bulls, and asked to sell him beef for the holidays for all his relatives. The farmer agreed to pay at the market price. Firsov transferred money to him. But it is known that Sanatullov wanted to open a retail outlet on the territory of the Central City Clinical Hospital. Perhaps all this prompted investigators and operatives to think about a veiled bribe.

So far, no preventive measure has been chosen for Firsov. He continues to work. He is defended by lawyer Andrei Kireev, one of the former deputy heads of the regional Investigative Committee. By the way, he defended businessman Sergei Kurkov in COURT.

Who is Firsov?

Lately a lot has been said about Firsov, and many unpleasant things have been said. Where did he come from?
He is 45 years old. Born in the village of Lyashevo, Tetyushsky district of Tatarstan. Graduated from Kazan State Medical University in 2002. In 2019, he began working at the Novoulyanovsk City Hospital as head of the department of medical statistics and organizational and methodological work. According to one version, he was brought to the region by former Minister of HEALTH Gashkov, who now works in Kamchatka.
Since 2019, Firsov has headed the Novoulyanovsk City Hospital. In March 2022, he was appointed chief physician of the Central City Clinical Hospital. In May 2022, he left of his own free will, but in August he returned to the leadership of the medical institution. He also doubles as acting head physician of the Terengul Central District Hospital. In short, he sits on two chairs.

Was convicted

Firsov has already come to the attention of law enforcement officers. In November 2022, he was the main defendant in a criminal case and a suspect under Article 160 of the Criminal Code of the Russian Federation “Misappropriation or embezzlement.” The amount of damage was estimated at up to 250 thousand rubles. According to the investigation, Pavel Firsov, while serving as the head physician of the Novoulyanovsk hospital (until March 2022), abused his official powers by employing specialists at the institution who did not show up for work, although they received their salaries by monthly transfers to a bank card. But the matter actually fell apart.

At the beginning of the year, FSB officers were interested in Firsov’s construction business. There were even searches in his office. The security officers took the head doctor in for interrogation, but then released him. In short, I came out unscathed.
There is evidence that Firsov was convicted of forgery of documents. True, this happened back in Tatarstan and the criminal record was expunged.

Firsov himself is allegedly a communist to the core and was even nominated to the ZSO from the regional Communist Party of the Russian Federation. But he lost the elections, and then quarreled with his “colleagues.”

According to some reports, the Central City Clinical Hospital does not like the boss and is waiting for changes.

By the way, the case promises to become resonant. Another strange thing is why the regional authorities have not yet removed him from office (at least for the duration of the investigation)? Or something is interfering...

Now the situation is different - if the bribe is proven, then he faces imprisonment for up to six years plus a fine of up to 30 times the amount of the bribe.
