Fuel prices began to stabilize by October, but not as quickly as we would like, Roman Nekrasov, HEAD of the crop production department of the Ministry of Agriculture, previously noted. According to him, from the beginning of August to September 21, the price of 1 ton of diesel fuel increased by 25 thousand rubles. From September 21, the government introduced a temporary ban on the EXPORT of gasoline and diesel fuel; from October 6, the ban on diesel fuel was partially lifted; in addition, from October 1, the previous coefficient in calculating the fuel damper was returned (from 0.5 to 1).

Independent grain market expert Alexander Korbut said that the impact of rising prices for fuels and lubricants on farmers is indeed very serious. “This is due to the fact that agricultural producers, due to export duties, cannot economically counteract this price increase. Accordingly, these are additional costs, and given that the harvest still needs to be harvested, winter sowing also needs to be done, the money is taken from other expense items. Therefore, any compensation now will help farmers. True, support from the state is lagging,” the expert believes. According to him, the cost of fuel and lubricants for farmers used to be at the level of 10-12% of the total cost structure, now the figure is about 20%. 

On October 10, a meeting was held in the State Duma at which deputies discussed the stabilization of prices for fuel and lubricants for farmers. it was noted that in general the situation on the market began to stabilize. “We see that there is a need to analyze the purchase of petroleum products by farmers from small wholesale oil depots and through other channels in order to prevent inflated prices for fuels and lubricants. To do this, next week we will hold a meeting with the participation of representatives of the Federal Antimonopoly Service of RUSSIA,” said Deputy Chairman of the State Duma Alexey Gordeev .

In September, the State Duma took special control of the issue of a sharp rise in prices for diesel fuel and problems with its supply. It was decided to conduct daily price monitoring until the situation on the fuel and lubricants market stabilizes. The situation with the provision of fuel to agricultural producers is also under special joint control of the Ministry of Agriculture and the Ministry of Energy.

In early October, the head of the Federation Council Committee on Agricultural and Food Policy and Environmental Management, Alexander Dvoinykh, said that parliamentarians could discuss the issue of establishing at the legislative level responsibility for the disruption of the sowing or harvesting campaign, including due to an unreasonable increase in prices for fuels and lubricants for APK. “As for prices for fuel and lubricants, we are extremely outraged by this situation <...>. I think the situation with rising prices for fuel and lubricants will begin to improve in this harvesting campaign. But in the future, I think, maybe even discuss some kind of responsibility legislatively,” TASS quoted him as saying .
