Insurance programs also vary: "Multi-Risk" covers the impact of various adverse weather conditions, while the "Emergency" program requires an official disaster declaration to receive a payout. Farmers' opinions on the effectiveness of agricultural insurance vary: many consider it unsatisfactory and useless, as payments are often delayed or not made at all.
Some experts advocate for improving the agricultural insurance system in RUSSIA, suggesting better mechanisms that work in other countries, such as Spain, where the system is more understandable and effective.
