The work of a district police inspector is one of the most important and responsible areas of activity in the law enforcement system. Every day, he faces various life situations that require quick decision-making and professionalism. A district police inspector performs many functions. His work requires a high degree of responsibility, self-control and readiness to help at any time. A BELTA correspondent spent a working shift with Stanislav Korneyev, senior district police inspector of the OOP MOB of the Pervomaisky District Police Department of the capital, and learned about all the intricacies of the job. Stanislav Korneyev dreamed of becoming a police officer since childhood. When he came to the District Police Department for a referral to enter the Academy of the Ministry of Internal Affairs, he was asked what he wanted to do. "I answered that I wanted to help people. After graduating from the Academy of the Ministry of Internal Affairs, I became a district police inspector and have never regretted
it," the officer emphasized.
Stanislav Korneyev has been working as a district police inspector for nine years. There are about 1.6 thousand residential premises in his area of responsibility. "If we take into account that two or three people live in each premises, then the total number of residents in the administrative area is about three to four thousand people," the law enforcement officer said.
The public law enforcement point where Stanislav Korneev works is responsible for six administrative areas, each of which is served by its own district inspector. "The operational situation in our area is stable. We constantly monitor the situation. Citizens often turn to us for help, especially when it is necessary to isolate offenders, most often domestic troublemakers. By resolving such situations in a timely manner, we prevent more serious consequences, including crimes. Therefore, our main task is to prevent offenses and suppress them," the district inspector emphasized.
The main areas of work of the district inspector The district inspector is engaged in checking various categories of the population. These include foreigners, gun owners, previously convicted citizens, elderly people, people suffering from drug addiction. All of them are regularly visited by law enforcement officers. "Each district police officer is assigned a specific administrative area. This area contains a residential sector, which is the main area of work. The district police officer is obliged to get acquainted with the residents of his area and convey important information to them. For example, now a relevant topic is explanations about methods of fraud in order to warn residents of the danger," said Stanislav Korneev.
The correspondent and the officer went to the apartment of a pensioner who lives alone. The policeman explained to the elderly woman that if fraudsters call her, she must immediately hang up and report the incident to law enforcement.
Speaking about the main areas of his work, the senior district inspector notes that there are different categories of citizens who have to be monitored. "These can be both domestic troublemakers and those who abuse
ALCOHOL and lead an asocial lifestyle. Due to their offenses, such people are put on various registers," said Stanislav Korneev. He also added that if a person is a domestic troublemaker, then after the first offense he is put on a preventive register. Over the next year, he is monitored monthly. Preventive conversations are held at the place of residence and at the support point.
"In addition to preventive talks, such a person is given a notice of participation in special events held at the Pervomaisky District Department of Internal Affairs of
MINSK. Lectures on lawful and law-abiding behavior are held for this category of citizens. If someone present is not working, they are offered to participate in job fairs. These events are organized on Berestyanskaya and Yakub Kolas Streets. In this way, we try to control our wards and ensure that they are employed in the economy of our state," the district police officer emphasized.
Next, we visited an apartment registered with the internal affairs agencies. Three people live in the premises - a woman and two men. First, the district police officer talks to the owner of the apartment and warns that his guests - a man and a woman - do not have the right to live here without registration. Then the officer talks to the guests who are in a state of
alcohol intoxication . The woman and her friend are registered in neighboring houses. But there they constantly receive comments from relatives for their bad habits. And here they gathered in a company "with common interests", away from the eyes of their relatives and thought that they would remain unnoticed. But vigilant neighbors immediately informed the district police officer about the noisy companies. Stanislav Korneev held a preventive conversation with those present: he explained to the owner of the apartment that it is forbidden to provide his living space for drinking alcoholic beverages and disturb public order.
What citizens most often contact One of the most common reasons for citizens to contact the district police officer are family and domestic relations. "We are often talking about domestic violence. Sometimes in such cases, citizens cannot immediately contact the police because they are afraid to air their dirty linen in public, because they are financially dependent on the aggressor, or because they have no other place to live. It happens that such situations continue for years without contacting law enforcement agencies. Fortunately, we have a single day for receiving citizens - every Wednesday from 5 p.m. to 8 p.m., when people decide to come to us. It happens that this family was previously considered prosperous, no complaints or incidents were registered, but suddenly a message comes that the spouse began to abuse alcohol. Then we take appropriate measures: we record the incident and conduct preventive conversations. If it turns out that an offense has been committed, for example, the spouse screams while intoxicated, we apply measures of influence to the offender. We pay special attention to the prevention of domestic violence. After all, victims often keep silent about such facts for various reasons. Someone does not want to set up a loved one person, some are confident that violence will not happen again. But impunity can lead to serious consequences," said Stanislav Korneev.
During a conversation with a correspondent, one of the residents of the area came to see the district police officer. This person has been well known to Stanislav Korneev for a long time. The citizen is on preventive registration. Due to problems with alcohol, the man constantly made scandals in the family. Now he decided to turn to face society. He got coded and got a job at Zelenstroy. After that, he did not receive any comments from the police or other citizens. The man admits that he now enjoys looking at himself in the mirror.
Another important reason for citizens' appeals is complaints about noise at night. This responsibility has been assigned to district police officers since March 2021. People complain about different types of noise: singing karaoke, loud music, using obscene language, moving furniture, and others. In all such cases, district police officers are obliged to sort things out. By the way, for violating the rules for using residential premises from 11 p.m. to 7.00 of the Code of Administrative Offences provides for a fine of up to 30 basic units (1 BV - Br40).
"Citizens also contact us about the loss of property. People often lose mobile phones, wallets, umbrellas and other things. Here our task is to take measures to find the lost property," the district police officer added.
How much time does the work of a district police officer take ? Stanislav Korneev emphasizes that when it is necessary to help people, district police officers always find time for this. "When citizens ask for help, we never think about our personal time, since people have difficult situations concerning their families. We perceive these problems as our own. Understanding each life situation helps to establish trusting relationships with residents. They should know that they can always count on us, that there is a place where they can turn for help. When residents begin to recognize their district police officer, this is a good sign. It means that they feel protected and confident in our help," the senior district police officer emphasizes.
What qualities should a district police officer have ? The senior district police officer of the Pervomaisky District Department of Internal Affairs of Minsk believes that a district police officer should always take a responsible approach to the performance of his official duties. "He should not spare his personal time for the sake of observing the law. It is also important to be friendly towards residents, to meet them halfway and always help," Stanislav Korneyev summed up.
