Summer is approaching - the favorite time of the year for most children, because they have fun adventures, bright impressions and an unforgettable vacation ahead of them. Summer holidays are a great opportunity for children to enjoy their free time and communicate with their peers. But along with the joy of summer come risks that can spoil the long-awaited holidays. A BELTA correspondent talked to Dmitry Meleshko, Deputy Head of the Department for Law Enforcement and Prevention of the Main Directorate of Internal Affairs of the Minsk City Executive Committee, and found out howLaw enforcement officers help children spend the summer months in an interesting and safe way, and what recommendations are there for parents to protect their children from trouble. - Dmitry Yuryevich, what steps are law enforcement agencies taking to organize safe and interesting recreation for children during the summer? - Preparations for the summer season begin in advance. The republican interdepartmental program "Care" starts on May 1, and continues until October 1, until schoolchildren are finally included in the educational process.
Law enforcement officers regularly visit schools, where they tell children about safety rules on the streets, near water bodies and in other recreation areas.
During preparation for the vacation period, special attention is paid to studying the leisure activities of those teenagers with whom individual preventive
work is carried out . If
it turns out that the children do not know what to do in the summer, together with education, labor and youth organizations, we offer options for temporary employment or trips to
HEALTH camps so that
the children are busy with something and do not wander aimlessly around the streets. After all, the best prevention is full employment of teenagers in a certain leisure activity.
At the same time, interaction with parents is carried out: it is clarified where exactly their children will spend the summer. If the family is planning a trip out of town, the information is passed on to local police officers so that they can keep the situation under control.
Law enforcement agencies also inspect sports grounds and other places where minors congregate, identifying possible causes of injuries. During the summer, employees provide security at country camps. Visits to day camps are regularly carried out, where conversations are held with children. Special raid groups monitor streets, parks, bodies of water and other areas where young people congregate, ensuring order and compliance with the rules of conduct.
To diversify the leisure time of minors, meetings with famous people, visits to museums, and educational events are organized. For preventive purposes, we conduct excursions to juvenile colonies or online communication, where convicts share their experiences and warn their peers against mistakes.
All these measures are aimed at ensuring the safety and productive recreation of schoolchildren during the summer months.
- Where can parents go to find a suitable activity for their child during the holidays? - To find an activity for your child for the summer, it is best to first contact their school. Usually, special work teams are formed at schools, where teenagers are offered simple part-time work. This helps children earn pocket
money and spend the summer usefully. In addition, BRSM creates work teams from among teenagers.
Another option is to contact the employment center. They have already compiled a list of companies willing to hire minors. For example, a teenager can be hired as an assistant at a zoo.
- What crimes are most often committed by minors during summer holidays?- It is important to remember that, according to the law, teenagers are fully responsible for crimes and violations from the age of 16. However, in some cases, punishment is provided for from the age of 14. Even if a child under 14 has committed an offense, both he and his parents will be held accountable.
Invariably, the most common offenses committed by teenagers are drinking alcoholic beverages, smoking cigarettes, including electronic ones, in public places. In addition, minors under the age of 16 are often recorded walking from 11 p.m. to 6 a.m., when they cannot be outside their home without adult accompaniment.
Children under 16 during the specified period of time must be accompanied by a legal representative or a person who has been instructed by legal representatives to accompany the child. Citizens often have a question: who is such a person? If an officer stops a minor and when they call the parents they do not know where and with whom their child is, then in this situation there is a violation.
With the onset of warm weather, the rules for using personal mobility devices (PMD) are often violated. Let me remind you that children under 14 are not allowed to ride on public roads - only in courtyards. It is also prohibited to ride in pairs on one PMD.
Thefts are common in the summer. Mostly, children appropriate abandoned items. For example, while on the beach, they see a forgotten backpack, look around, realize that there is no one nearby and take the item for themselves. If you find an abandoned item, you need to call 102.
It is also worth noting that there are children who want to earn money quickly and easily. They look for part-time work on the Internet. This should never be done, because you can stumble upon offers from scammers or drug shops. All such "employers" promise legality, safety and big earnings. But sooner or later everyone gets caught. Preventive work is carried out with teenagers, but some of them think that they are smarter than everyone else and will not be caught. As practice shows, the duration of a drug dealer's "career" is from one day to three weeks.
- What should parents pay attention to in order to understand in time that their child is involved in illegal drug trafficking? -
Parents should closely monitor their child's behavior. The best option is to send them to relatives in the village for the summer. If this is not possible, provide them with an interesting and useful activity at home: enroll them in a sports section, a creative club, or offer them temporary work. You cannot leave your child alone with the Internet and not delve into their social circle and pastime.
It is also necessary to pay attention to changes in the child's behavior. If they have started illegal activities, their mood and habits will change. They will become more secretive: they may start locking their room,
cabinets, lockable bedside tables. He may have a large number of zip-lock bags, different colored electrical tape, magnets, and
scales .
It would not be a bad idea for parents to link their child's bank card to their phone number to control the receipt and expenditure of money. As a rule, drug couriers and fraudsters transfer money to a bank card or withdraw it through an electronic wallet.
In addition, it is important to pay attention to the contents of the child's gadgets. Under various pretexts, you can ask him to look at his phone or computer. There you can check the communities in social networks and instant messengers that the minor is a member of. You should also study the applications installed on the gadget. If there are programs for determining coordinates, anonymous browsers - this is the very first bell that you need to talk to the child or even not be afraid and contact the police.
The most important thing is to be a friend and comrade to the child so that the child does not hide anything from you.
