September 26, MINSK. Deputies of the ninth session of the House of Representatives of the National Assembly of the seventh convocation adopted a draft law "On ratification of the Agreement on the use of navigation seals in the Eurasian Economic Union for tracking transportation", BelTA has learned.
The draft law was submitted to the House of Representatives by the Council of Ministers. it was developed on the basis of the Agreement on the use of navigation seals in the Eurasian Economic Union for tracking transportation, signed in Moscow on April 19, 2022. The agreement establishes other rules for the use of navigation seals than those provided for by the legislation of Belarus, and is aimed at minimizing state control measures during the transportation of goods (during transit, EXPORT and within the framework of mutual trade) and ensuring their legal circulation on the territory of the Eurasian Economic Union. Including the cases and procedure for the use of navigation seals, tracking objects, modes of transport,that the agreement provides for the absence of the need to escort such goods as ALCOHOL, tobacco products, which is now provided for by national legislation. Modern geoinformation and information technologies are coming to the service of our customs authorities, which will speed up the movement of goods across the border, speed up mutual trade and stimulate the development of business processes."
Approximately 28 documents will be adopted, which will also regulate the affixing of seals, the movement of goods and issues related to the technical use of seals.
According to the deputy, RUSSIA and Belarus actively use seals. “Seals of domestic developments have a very good constructive start and compete with both Russian and Chinese ones. I am sure that this breakthrough will allow us to move forward more actively as part of the development of the EAEU economies,” he added.
In accordance with the third paragraph of the first part of Article 19 of the Law "On International Treaties of the Republic of Belarus", the only way to express the country's consent to be bound by an agreement is to ratify it in the form of a law. The draft law does not contain provisions that contradict the international obligations of the Republic of Belarus.
