Deputy Governor Andrei Korobka spoke about measures to preserve the fertility of agricultural land in the Kuban at a meeting of the Federation Council Committee on Agrarian Food Policy and Nature Management.
The meeting was chaired by Committee Chairman Alexei Mayorov. He stressed that one of the conditions for maintaining the proper level of soil fertility is the scientifically based use of mineral and organic fertilizers.
Andrey Korobka, in turn, emphasized that a number of requirements apply in the Krasnodar Territory to preserve soil fertility. Thus, within the framework of the regional law on the fertility of agricultural land, farmers are required to sow perennial and legume crops.
“From 2021, agricultural producers need to apply organic fertilizers to the soil every five years or sow at least 20% of the total arable land with green manure crops. Also, the state monitoring of soil fertility is carried out annually in the region, which makes it possible to monitor their condition. This direction is subsidized from the regional budget. This year, 20 million rubles have been allocated for these purposes,” Andrey Korobka said.
The deputy governor added that now there is a need to take administrative measures for those who violate the requirements of the law on fertility.
“To date, federal legislation on state regulation of ensuring the fertility of agricultural land does not provide for regional control in this area. There is a proposal to amend the federal legislation, giving the regions the appropriate powers,” Andrei Korobka emphasized.
As a result of the meeting, Alexei Mayorov noted that all proposals to improve the efficiency of land use will be prepared recommendations to the Government of the Russian Federation, federal and regional executive authorities.
