On October 6, the official start was given to the work of the 23rd Russian Agro-Industrial Exhibition "Golden Autumn - 2021". Russian Prime Minister Mikhail Mishustin sent a video message to its guests and participants, and Deputy Prime Minister Victoria Abramchenko and Minister of Agriculture Dmitry Patrushev took part in the ceremony.

As the Prime Minister noted in his greeting, the Golden Autumn exhibition is a very good opportunity to assess the results of the work done in agriculture. “The agro-industrial complex successfully solves the problems of food security in RUSSIA and maintains a course towards the creation of high-tech, modern production. As the President has repeatedly emphasized, we are fully self-sufficient in basic foodstuffs and are consistently developing global markets,” Mikhail Mishustin noted, highlighting the good results of the manufacturing sector.

Much is being done for the development of agrobiotechnologies. Since last year, Russian agricultural universities have created 56 new varieties and hybrids of agricultural crops. The legislative framework for the agricultural sector has also been significantly updated. This year, 18 federal laws have been adopted on the widest range of agricultural issues. In particular, the requirements for the creation of small cooperatives have been reduced, which should make it easier for small businesses to start in the countryside. The legal framework for the formation of a market for agricultural products and goods with improved characteristics has been established. This will allow an increasing number of entrepreneurs to promote their products both in the domestic market and abroad.

“In order to help farmers who suffer losses due to the weather, for example, fires or floods, we adopted a law on state support for agricultural insurance in the event of an emergency regime. Now agricultural producers will have the opportunity to receive an insurance payment in this case, which will help them restore their economy. And also for the first time we introduced the concept of rural tourism into Russian law, which will allow us to promote this new promising direction on a systematic basis,” the Prime Minister emphasized.

According to him, the Government will continue to create favorable conditions for the development of the agro-industrial complex, and this primarily concerns rural areas. “This year, within the framework of the profile program, measures for their integrated development are being implemented in 82 regions of the country. Including it is planned to put into operation or purchase about 54 thousand square meters. m of housing through the provision of social benefits, to implement more than 3 thousand projects for the improvement of rural areas. The Rural Mortgage Program continues to operate. The financing that we have provided for this year will improve the living conditions of more than 50,000 families. And, of course, much is being done to improve the quality of medical care, create conditions for education, leisure, and sports. We will continue to work on improving water supply, gasification,

In conclusion, Mikhail Mishustin congratulated the farmers on the upcoming professional holiday - the Day of the Worker of Agriculture and Processing Industry, thanking them for their hard work and invaluable contribution to the development of the country.

Victoria Abramchenko in her speech also emphasized the importance of work to improve the quality of life of the rural population. “When we talk about setting production indicators, we must not forget about the comfortable living conditions of our villagers. This is another priority for us. We are talking primarily about the development of the state program "Integrated Development of Rural Territories". This year, we have increased funding for the program by 9.6 billion rubles, with a total funding of 41 billion rubles,” the Deputy Prime Minister said.

Speaking about the work of the domestic agro-industrial complex, she noted that for two years the world economy has been under great pressure associated with the spread of CORONAVIRUS infection. “Despite these global challenges and risks, despite the fact that this year the Russian Federation faced large-scale problems associated with adverse weather conditions, our agro-industrial complex continues to be one of the key drivers of the development of the Russian economy. In particular, this year we will set records in several areas. First of all, I am talking about the collection of vegetables in winter greenhouses, rapeseed, and berry products. Our livestock breeders and fishermen demonstrate good performance,” Victoria Abramchenko said.

As part of the grand opening of the exhibition, the Deputy Prime Minister also presented state awards to the best workers in the industry.

According to Dmitry Patrushev, the level of technological development of the industry in Russia is one of the highest in the world, which, in particular, is demonstrated by the Golden Autumn exhibition. This helps over the past years to show a steady pace of development of the agro-industrial complex, despite weather risks and a pandemic.

“This year, the situation for the industry is extremely unfavorable – in 16 regions, an emergency mode was introduced due to drought, rainstorms and other factors. The most serious impact of the bad weather was inflicted on crop growers in the Volga and Central federal districts. Now farmers are literally fighting for every ton of products, making every effort to preserve the harvest of grain, oilseeds and other crops. I am confident that this great work will allow us to complete the year successfully and with worthy results in many areas,” the Minister emphasized.

He noted that at the moment more than 108 million tons of grain have been threshed, which is already significantly higher than the level of domestic consumption. “In general, we will harvest a decent harvest this year, which will not only meet domestic needs, but also maintain EXPORT potential. Also, according to our forecasts, we will get a good harvest of vegetables and reach a new level in the production of fruits and berries. A significant increase is planned for oilseeds and SUGAR beets, which will allow us to fully meet our own needs in sunflower oil and sugar. In addition, this year the positive dynamics in the production of MEAT and MILK, in the food and processing industry is maintained. Therefore, the Russians can be sure that the country's food security will be ensured in all key areas,” Dmitry Patrushev said.

This year, the Golden Autumn exhibition is being held at a new site in the Patriot Exhibition and Convention Center. More than 100 exhibitors take part in the country's main agrarian forum, demonstrating their products and developments in various thematic zones. As part of the business program today, experts will discuss issues of state support for the industry, the development of agricultural education and science, organic production, viticulture and winemaking, and other relevant topics. In addition, within the framework of the joint project of the Federation Council and the Ministry of Agriculture of Russia "Women in the Agro-Industrial Complex", an open dialogue will be held on the issues of the women's agenda in the agricultural sector.

The exhibition will continue until October 8 as part of the Week of the Agro-Industrial Complex - a series of congress and exhibition, fair, business and festive events organized by the Ministry of Agriculture of Russia and timed to coincide with the Day of the Agricultural and Processing Industry Worker.
