On December 14, at the "government hour" in the State Duma, the Minister of Agriculture Dmitry Patrushev made a report "On the results of the work of the agro-industrial complex of the Russian Federation in 2021 and the main tasks for 2022."

As the HEAD of the Ministry of Agriculture noted, even in a difficult current situation, the industry shows stable results. At the end of the year, a positive agro-industrial complex index is predicted. Next year, the agency expects this figure to increase to 101%, and the agricultural production index to 101.3%. In addition, wages in agriculture are growing. The profitability of agricultural production, taking into account state support in 2021, is projected to be 23.4%.

At present, seasonal field work is practically completed in RUSSIA as a whole. According to Dmitry Patrushev, the year turned out to be extremely difficult for farmers: starting from the last winter sowing and throughout the season, the weather constantly made adjustments to the agricultural production process. In 16 regions, a natural emergency regime was declared. In addition, the industry is being affected by the pandemic.

“Despite this, the harvest on the main items exceeds the indicators planned in the state program. The volume of cereals in net weight will exceed 123 million tons, of which about 76 million tons are wheat. Let me emphasize that this fully meets the domestic needs and EXPORT opportunities of our country,” the Minister said. Also, 23 million tons of oilseeds, more than 40 million tons of SUGAR beet, about 7 million tons of vegetables will be received - all these figures are higher than the level of 2020. The potato harvest in the organized sector will exceed 6.7 million tons. In addition, the record for collecting fruits and berries will be updated.

At present, together with the subjects, the structure of sown areas for the future harvest has already been worked out. In general, the area in 2022 will grow by more than 1 million hectares. An increase is planned for spring grains, including buckwheat, as well as for sugar beets, rapeseed, and soybeans. Particular attention will be paid to increasing the production of potatoes and open field vegetables.

Strengthening the material and technical base is of priority importance for the development of crop production. Dmitry Patrushev noted that farmers have no problems with seeds and fuels. Systematic work is underway to upgrade the agricultural machinery fleet, which significantly increases production efficiency. For support, preferential leasing, soft loans, grants for the development of farms and other tools are provided. Due to this, the rate of acquisition of machinery and equipment is increasing every year. According to estimates, about 63 thousand units will be purchased in 2021, of which 10 thousand will be purchased through special programs of Rosagroleasing.
Speaking about the development of animal husbandry, the Minister indicated that this year MILK production is planned in the amount of 32.3 million tons, which is 110 thousand tons more than last year's level. As for the MEAT industry, according to the head of the Ministry of Agriculture, today, all over the world, animal husbandry suffers enormous losses from especially dangerous animal diseases. In Russia, all measures have been taken to stabilize the situation, which made it possible to prevent the most negative scenario. As a result, the production of livestock and poultry in 2021 will increase and amount to about 15.7 million tons.

For 10 months of the current year, the index of food production amounted to 102.1%. There is also an increase in the production of cheese, cereals, semi-finished meat products, sausages, bakery, confectionery and canned fruits and vegetables.

The fishery complex also demonstrates positive results. The volume of extraction of aquatic biological resources will amount to 5 million tons, aquaculture - 386 thousand tons, all this is more than a year earlier.
“Thus, I emphasize once again that the volume of agricultural production allows us to fully cover domestic needs. For most positions, the Food Safety Doctrine indicators are met or exceeded. We work in categories where the self-sufficiency indicator has not yet been achieved. These are milk , potatoes, as well as new ones included in the Doctrine since 2020: vegetables and melons, fruits and berries,” said Dmitry Patrushev.

A separate area of ​​work of the Ministry is related to ensuring the availability of products. At the same time, as the head of the department emphasized, a balance is needed in which food prices will remain at an acceptable level, but the profitability of production and investment attractiveness will not decrease.

In addition, the Ministry of Agriculture continues to implement the state program "Integrated Development of Rural Territories", which is aimed at improving the quality of life in the countryside. In 2021, 234 complex projects are being implemented. “The events will cover 2 million people. These are, among other things, objects of HEALTH care, education, culture, social sphere and communal infrastructure. It is important that all projects are initiated, developed and supported by people living in specific areas. The 2021 projects will create 16,000 jobs in the future. In addition, about 200 kilometers of new roads will be built and more than 3,000 projects for the improvement of rural areas will be implemented. 51,000 families will improve their living conditions at the expense of the “rural mortgage,” said Dmitry Patrushev.

At the end of his speech, the Minister noted the deep immersion of all parliamentary factions in the problems of the industry, which allows solving many pressing issues, contributes to the development of the agro-industrial complex and the improvement of the quality of rural life. In addition, Dmitry Patrushev answered the deputies' questions regarding the development of the village, the reclamation complex, support for small businesses, the implementation of measures to ensure a stable price situation in the food market and other areas.
