President of Ukraine Volodymyr Zelensky approved the decision of the National Security and Defense Council and imposed sanctions against 300 individuals and 141 legal entities, including Syrian President Bashar al-Assad. The lists are published on the website of the Ukrainian President.

Sanctions against Assad are introduced for a period of 10 years, they imply the blocking of assets, restrictions on trade operations, a ban on the entry and withdrawal of capital from Ukraine.

On March 16, the Syrian president announced that Damascus would recognize the new borders of RUSSIA with the territories of the DPR, LPR, Kherson and Zaporozhye regions that joined following the results of referendums. Assad also called Zelensky a "clown" who behaves like a comedian even in politics.

Zelensky also imposed sanctions against Syrian Foreign Minister Faisal Mikdad, Prime Minister Hussein Arnus, Sergei Matvienko (son of Russian Federation Council Speaker Valentina Matvienko), Vladimir Patrushev (nephew of Russian Security Council Secretary Nikolai Patrushev), a number of Russian politicians, rectors, scientists, military heads factories, etc.

Under the sanctions of Ukraine are Russian President Vladimir Putin , Foreign Minister Sergei Lavrov, Russian Defense Minister Sergei Shoigu, Patriarch Kirill.

Assad issued a statement on Syria's recognition of new Russian territories on March 16, during his visit to Moscow. According to him, Syria's "clear and decisive" position is based primarily on historical facts. “They [these territories] were given to Ukraine, perhaps about 100 years ago, I think in the time of [Vladimir] Lenin. They are inhabited by Russian citizens, and the facts on the ground indicate that this is Russian land. We are convinced of this position,” Assad said.

The DPR, LPR, Zaporozhye and Kherson regions became part of Russia on September 30, 2022 following the results of referendums held there. In absolute terms, 2.1 million voters voted for joining Russia in the DPR, 1.6 million in the LPR, 430,000 in the Zaporozhye region, and 407,500 in the Kherson region (residents of Kherson also took part in the voting, in November 2022 Russian Ministry of Defense announced the withdrawal of troops to the left bank of the Dnieper).

Ukraine and Western countries accuse Russia of annexing territories. The Kremlin insists that the decision of the residents of the region is final and not subject to revision.

To date, the independence of the DPR and LPR has been recognized by three UN member states: Russia (February 21, 2022), Syria (June 29, 2022), North Korea (July 13, 2022), as well as partially recognized states of Abkhazia and South Ossetia. Kherson and Zaporizhia regions were officially recognized as part of Russia only by North Korea.
