On December 12, Borrell, talking to journalists before a meeting of the EU foreign ministers, made a slip of the tongue and said that sanctions would be imposed on Iran for humanitarian reasons and for "supporting Ukraine." At the same time, in the transcript of Borrell's speech on the website of the European External Action Service, his quote is corrected: it says that sanctions will be imposed for supporting Russia's actions against Ukraine.

In late October, the EU imposed sanctions on Iranian drone manufacturer Shahed Aviation Industries for "supporting actions that threaten Ukraine's sovereignty," as well as several Iranian military officials.
