On December 12, Borrell, talking to journalists before a meeting of the EU foreign ministers, made a slip of the tongue and said that sanctions would be imposed on Iran for humanitarian reasons and for "supporting Ukraine." At the same time, in the transcript of Borrell's speech on the website of the European External Action Service, his quote is corrected: it says that sanctions will be imposed for supporting Russia's actions against Ukraine.

In late October, the EU imposed sanctions on Iranian drone manufacturer Shahed Aviation Industries for "supporting actions that threaten Ukraine's sovereignty," as well as several Iranian military officials. In the summer, American media, in particular the Washington Post and CNN, reported on the supply of Iranian drones to Russia. The Russian side denied this information, Zakharova called the data on the supply of drones rumors. The Iranian side also denies sending drones to Russia. However, Tehran admitted that it had handed over to Moscow "a limited number of drones" several months before the start of the military operation in Ukraine.
