The US should impose preventive sanctions on Russia over its "aggression" against Ukraine without waiting until it is "too late," said Kurt Volker, a US diplomat and former US State Department special envoy for Ukraine. He wrote about this in his article for the Center for European Policy Analysis.

“The current policy of the West is that if Russia worsens the situation, then (and only after that) the West imposes new sanctions. Now it is necessary to change this dynamic - the West should introduce new sanctions now and go for the lifting of these sanctions only if Russia refuses to military escalation, ”Walker wrote.

Commenting on the proposals for security guarantees that Russia has sent to the US and other NATO members, Volker stressed that they are “completely unacceptable” and Putin, he said, was aware of this. The former US special envoy suggested that the Russian president, seeking the West's refusal, is trying to use it as a pretext for "attacking" Ukraine or "annexing" Donbass.

“This is the worst possible explanation for Russia’s extortion policy and is something the US and its NATO allies should take seriously,” Volker wrote. In his opinion, the West should "strongly reject" Russia's demands and make it clear that it will not enter into negotiations until the Russian armed forces are "ready to strike."
