According to one of them, it is proposed, in particular, to change the selection criteria so that the design centers of Baikal Electronics and MCST can be included in this list. This is necessary to help them transfer production from [Taiwanese] TSMC to Chinese factories, where it has become impossible due to sanctions, RBC's interlocutor said.

Baikal Electronics and MCST are the developers of Russian processors Baikal and Elbrus, respectively. Their production has so far been carried out at TSMC. However, after high-tech exports to RUSSIA, including microelectronics, fell under US sanctions , TSMC stopped supplying chips to Russia.

In early March, the government resumed the program to support backbone enterprises, which was in effect in the pandemic year 2020. In the new version, the program is designed not only for those who have suffered from the CORONAVIRUS, but also for those who have fallen under the “unfriendly actions and economic sanctions” of foreign states. Another change is that in order to receive state support, an enterprise does not need to undergo an assessment of financial stability (stress test). Recognized as backbone companies can apply for subsidies from the budget, provided on a gratuitous and irrevocable basis, as well as obtaining state guarantees for loans or bonded loans.

Now, in order to get into the list of backbone enterprises, an enterprise must meet one of the following criteria: be a city-forming enterprise that has a significant impact on the development of the region; chief executor or first-level executor under the state defense order; engage in the operation of critical infrastructure and / or security in the Crimea and Sevastopol, the Kaliningrad Region and the Far Eastern Federal District; to develop and implement critical technologies and/or critical software; ensure information security, provision of services for the development and operation of state information systems, socially significant online services; ensure transport accessibility of remote territories; to occupy a dominant position of the organization in the market of a certain product. Companies from the electronics industry must also have at least 1,000 employees and a revenue of at least 5 billion rubles.
