A group of deputies of the Verkhovna Rada submitted to the Ukrainian parliament a draft resolution imposing sanctions on representatives of the Russian Orthodox Church who “repeatedly publicly supported” the Russian military operation in Ukraine. The document is posted on the website of the Ukrainian Parliament.

The list of persons against whom it is proposed to impose sanctions included:

Patriarch of Moscow and All Rus' Kirill; the HEAD of the department for external church relations (DECR) of the Moscow Patriarchate, Metropolitan Hilarion of Volokolamsk; Deputy Chairman of the DECR MP, Archpriest Nikolai Balashov; Metropolitan of Pskov and Porkhov Tikhon (Shevkunov).

According to the document, the Verkhovna Rada must submit to the National Security and Defense Council of Ukraine (NSDC) proposals on restrictions on these persons. We are talking about blocking their assets in Ukraine, limiting any trade transactions with them, limiting the issuance of cash on payment cards, stopping cultural exchanges and scientific cooperation with their participation, refusing to provide visas, canceling official visits, depriving them of state awards and a ban on the acquisition ownership of land.

The explanatory note states that such measures "will help reduce real and potential threats to national interests, information security, sovereignty and territorial integrity of Ukraine."

At the end of March, a group of people's deputies led by Inna Sovsun, a deputy from the Holos party, submitted to the Verkhovna Rada a bill to ban the activities of the Russian Orthodox Church on the territory of Ukraine and seize its real estate and other property.
