The EU COURT has ruled to annul the extension of sanctions against the businessman and his family. The Council of the European Union found them involved in "destabilizing the sovereignty and territorial integrity of Ukraine" Dmitry Pumpyansky

The EU Court has overturned another extension of sanctions against businessman Dmitry Pumpyansky, his wife Galina and son Alexander, for the period from March 2024 to September 2024 , according to a published court decision.

The responsibility for paying the legal costs was placed on the EU Council.

According to the case file, Pumpiansky and his family members based their claims on the illegality of the contested criteria for inclusion in the blacklist, errors in assessment, and violations of the Charter of Fundamental Rights. The EU Council found them involved in "actions to destabilize the sovereignty and territorial integrity of Ukraine." The European Court found this claim unproven.

The initial sanctions imposed on Pumpiansky in March 2022 were denied and the case is currently on appeal. 

Pumpyansky was sanctioned in mid-March 2022. He was banned from entering the union's countries and his assets were frozen. At that time, he was on the board of directors of the Pipe Metallurgical Company (TMK) and was the president and beneficiary of the Sinara Group. The businessman left these posts almost immediately. Since 2010, he also headed the Sverdlovsk Regional Union of Industrialists and Entrepreneurs (SOSPP).

RBC contacted SOSPP for comment.

In the fall of 2023, the European Court refused to lift the restrictions against the businessman, noting his involvement in the oil and gas sector of the Russian economy. Pumpyansky appealed this decision. In the summer of 2024, the court sided with him, but due to the extension of the restrictions, the businessman continued to remain on the sanctions list. The final decision on his exclusion from there must be made by the EU Council.

Earlier, Alexander Pumpyansky, a former member of the boards of directors of TMK and Sinara, achieved the lifting of EU sanctions, but the court found his demand for compensation in the amount of €100 thousand unfounded. In March 2024, the restrictions against him were also extended with a change in the wording of the reasons.
