The United States clarified the rules for the supply of fertilizers from Russia

On February 24, part of the goods, including fertilizers, medical equipment and medicines, were excluded from the list of anti-Russian sanctions.A month later, the US Department of the Treasury clarified the rules for their import and EXPORT, taking into account the sanctions imposed since then.

The Office of Foreign Assets Control (OFAC) of the US Treasury issued a new general license (.pdf) that clarified the rules for importing certain Russian goods into the United States, as well as the conditions for exporting American goods to RUSSIA. The license was issued on March 24, the Kommersant newspaper was the first to draw attention to the document.

The document clarifies the general license (.pdf) issued a month earlier, which included organic and inorganic fertilizers, as well as seeds and reproductive materials, in the list of vital agricultural products that are not subject to previously imposed sanctions . 

Also in this list of goods withdrawn from the sanctions included food, vitamins and minerals, food additives and vitamins, bottled water, as well as live animals and feed for them. The US has allowed the export, import and re-export of goods from these categories.

In addition, import and export, as well as re-export to Russia and transit through the country of medicines, medical equipment and components for it, are allowed, and software updates for medical equipment are allowed.

Activities related to the “prevention, diagnosis or treatment of COVID-19” (including research and clinical trials), as well as any other research of a medical nature, are also permitted if they were started before March 24, 2022.
