US extends export sanctions against Utair and Azur Air by 180 days

The US Department of Commerce has extended EXPORT restrictions on Russian airlines Utair and AzurAir for 180 days. The resolutions were entered into the electronic database of the Federal Register.

As follows from the documents, a request for the renewal of orders for a temporary denial of export privileges was received on March 7 from the Bureau of Industry and Security (part of the Ministry of Trade). Copies of documents demanding the renewal of the restrictions were sent to Utair and Azur Air.

The US Department of Commerce imposed restrictions for a period of 180 days on Utair and Azur Air, as well as Aeroflot on April 7 last year, on October 3 the ban was extended for another 180 days. The department explained its decision by “continuing export violations related to comprehensive export control in relation to RUSSIA.”

Commerce Secretary Gina Raimondo said that Washington was depriving Russian airlines not only of access to US products, but also of the re-export of US goods from abroad.

The United States restricted the export of aviation products to Russia at the end of February last year. Under the rules, aircraft that are made in the United States or have more than 25% American-made parts must obtain a special license to operate in Russia.

In mid-March 2022, the US Department of Commerce banned the service of 100 commercial and private aircraft due to the fact that they violated export control measures after the imposition of sanctions. The agency warned then that refueling, maintenance, repair of such aircraft, sale of spare parts for them are contrary to export regulations, and violators face "significant prison sentences, fines, loss of export rights and other restrictions."
