The US Treasury has given Rosneft, Lukoil, and their subsidiaries, which are subject to sanctions, until November 22. Moscow considers the sanctions illegal.

The US Treasury Department has issued a license to wind down operations with Rosneft, LUKOIL, and their subsidiaries, in which the companies own 50% or more, in connection with new sanctions against them. The document was published on the department's website.

“All transactions prohibited by Executive Order (EO) 14024 that are normally incidental to and necessary to wind down any transactions involving one or more of the following blocked persons are permitted until 12:01 p.m. EST on November 21, 2025,” it says.

The document notes that the license does not affect previously prohibited transactions with previously sanctioned individuals and “certain foreign financial institutions,” as well as transactions with the Central Bank, the Ministry of Finance, and the National Welfare Fund (NWF).

The United States imposed sanctions on Rosneft, LUKOIL, and their subsidiaries on October 22. The US Treasury Department attributed these actions to Russia's "lack of serious interest in the peace process" and called on its allies to join.US President Donald Trump then called on Moscow to immediately cease fire.

A week earlier, Great Britain imposed restrictions against Rosneft and LUKOIL .

Moscow considers the sanctions being imposed illegal. Russian presidential press secretary Dmitry Peskov stated that the Russian economy "operates under a huge number of restrictions," and therefore has already developed a "certain immunity" to them.
