British and American authorities on Thursday, March 24, announced the expansion of the sanctions lists. American restrictions have extended to 328 deputies, the State Duma itself, as well as businessmen and bankers - including the HEAD of Sberbank German Gref, owners and top managers of Sovcombank. British sanctions affected Alfa-Bank, Gazprombank, Rosselkhozbank, ALROSA, Sovcomflot, RusHydro, Russian Railways, Defense Initiatives and SMP Bank. London imposed personal sanctions against Gref, the founder of Tinkoff Bank Oleg Tinkov, the former first deputy chairman of Sberbank Lev Khasis and others. In addition, the US Treasury issued clarifications on restrictions on the Bank of Russia's gold and foreign exchange reserves. RBC understood what the most important of these restrictions meant.

German Gref

German Gref fell under both British sanctions and American blocking restrictions - on the so-called SDN list. it provides for the freezing of assets in the United States, isolation from the DOLLAR system, and also makes the person on the list “toxic”: any business relationship with him entails the risk of subsequent inclusion in the sanctions list. In the British list (for the purposes of freezing assets and a travel ban), Gref is included as a citizen of Russia and Germany, there is no information on the second citizenship in the American list. “Herman Gref does not and never had German citizenship,” a Sberbank source close to Gref told RBC.

Sberbank already fell under sanctions in February, but unlike a number of other banks (VTB, Otkritie, Sovcombank, PSB, Novikombank), this is not about the SDN list, but about restrictions on correspondent accounts in the United States: thus, the bank does not can conduct transactions in dollars, but its assets are not frozen, it can also enter into contracts with foreign companies. In addition, Sberbank came under British sanctions.
