“It is not always beneficial for us to act according to the principle of talion - <...> to do the same thing that they do to you. We need to look at what is beneficial and unprofitable for us - in general,” the president said in response to the proposal to introduce restrictions similar to those imposed by unfriendly countries.

The principle of talion is a category of jurisprudence and morality, also known as equal (symmetrical) retribution. According to the principle, the punishment must literally correspond to the harm caused as a result of the crime, in other words: “an eye for an eye, a tooth for a tooth.” Lex taliōnis literally means "law of equal retribution".

After the start of the Russian special operation in Ukraine, Western countries have already introduced dozens of packages of sanctions against Moscow, and Russia itself has become the world leader in the number of restrictions imposed against it. Representatives of the Russian authorities have repeatedly called for a mirror response to anti-Russian sanctions. Thus, the HEAD of the Federation Council Committee on Constitutional Legislation and State Building, Andrei Klishas, ​​in September called for a mirror response to the ban on driving cars with Russian license plates in the EU . Deputy Chairman of the Russian Security Council Dmitry Medvedev completely insisted on the suspension of diplomatic relations with the EU.

Putin has previously noted that Moscow will respond to sanctions in those areas where it benefits it. “We have said many times that we can respond to the illegal restrictions that some countries impose on Russia with many things, but one of these things is debureaucracy, this is the provision of greater freedoms to all participants in economic activity, citizens, and so on,” - the head of state said in September.
