President Vladimir Putin signed a decree on the temporary procedure for fulfilling obligations to foreign creditors from countries that have imposed sanctions against Russia. The document was published on the Kremlin website. It applies to debt obligations (credits, loans, bonds) of the Russian Federation itself, Russian regions, municipalities, as well as residents of Russia (individuals and legal entities). We are talking about payments of more than 10 million rubles. per month (or their currency equivalent).
According to the document, a Russian debtor that has foreign currency obligations to foreign creditors has the right to pay them in rubles. For foreign creditors (or nominee holders of their securities) the creation of special accounts of type "C" is provided: for loans - in Russian banks, for securities - in the National Settlement Depository. To these accounts, the borrower can transfer payments due to the creditor in ruble equivalent at the rate of the Central Bank on the day of payment. The procedure for the receipt of these funds by creditors from accounts "C" will be determined by the Ministry of Finance and the Central Bank. The conversion of foreign currency liabilities into rubles at the discretion of the debtor also applies to Russian residents (for example, they may own foreign currency Eurobonds of the borrower), and to creditors from countries that have not imposed sanctions, if they purchased these obligations from residents of countries

It follows from the decree that the debtor's obligations will be considered properly discharged if payments are transferred in rubles to Russian residents, residents from countries that have not taken hostile measures against Russia, and also transferred to a special account "C" in NSD for nominal holders of securities of foreign creditors from states that have imposed sanctions.
However, the Central Bank (in relation to borrowers - financial organizations) and the Ministry of Finance (in relation to other debtors) can also determine a different, special procedure for payments in favor of foreign creditors, follows from the decree. Before they determine this special procedure, Russian borrowers may obtain individual permissions to perform obligations outside the scope of this decree. The wording of the decree does not exclude that, with the permission of the Ministry of Finance (CB) or in accordance with a special procedure that they will establish, theoretically, any foreign creditors will be able to receive payments due to them in the original currency of the loan agreement or bond issue (or, for example, in other currency, but not in rubles).
