The Ministry of Finance proposed to create a secret register of Russian property abroad

The Ministry of Finance proposed to take into account information about Russia's foreign property in the register, the maintenance of which is subject to the requirements of state secrets. RBC wrote,

The Ministry of Finance proposed to create a special register of foreign property of RUSSIA, the maintenance of which is subject to the requirements of state secrets, follows from the project on the website of regulatory legal acts.

In particular, the department proposes to take into account information about federal property in the unified register of foreign property, which will be maintained by the Federal Agency for State Property Management in compliance with the requirements of the legislation on state secrets and on official information of limited distribution.

“In the event that information about federal property recorded in the register is classified, all information about it and documents confirming this information are subject to exclusion from the register by the Federal Agency for State Property Management and return to the owner of the said property,” the document says.

It was also proposed to establish a procedure for the Federal Agency for State Property Management to conduct inspections of the effective use and safety of federal property. Inspections can be either scheduled or unscheduled. The latter are carried out at the direction of the President of Russia, the government or the Ministry of Finance.

In November 2015, against the backdrop of the Yukos case, RBC reported that officials de facto classified Russia's foreign property. There was no official classification document at that time, but the list of Russian lands and real estate abroad became inaccessible to citizens and journalists.

“For the purposes of national security, including in connection with the unfriendly policy of a number of countries, information about federal property located abroad is not posted on the Internet on the website of the Federal Property Management Agency, for the same reasons, the provision of this information at the request of the media is undesirable,” — told RBC in the Federal Property Management Agency, responding to a request.

The report of the Accounts Chamber, which in 2012 checked the budget expenditures for the search for foreign state property, states that the register consists of 973 foreign objects: 166 land plots and 807 buildings and premises, but the auditors did not publish the register itself.

After the start of the Russian special operation in Ukraine, Western countries have already imposed several packages of sanctions against Moscow, and many times announced the confiscation of both Russian state property and the property of Russian citizens. The HEAD of the EC, Ursula von der Leyen, offered to transfer the confiscated funds and property in favor of Ukraine.

The Kremlin warned that the confiscation would be “nothing more than an encroachment on property,” which would destroy the “foundations of foundations” for the system of economic relations accepted in the world. The Foreign Ministry promised to take retaliatory measures if Russian assets or reserves are confiscated.
